No one knows who or what he is as most records is inconsistent; with RSCP reports saying he is a middle-age man and the same report saying it is a black household cat.
Until in 2008, when a new R5 enlisted; he was assigned to rule the agency by the divisional director. Which he was later reffered as the second divisional director of Division-GLOBAL-FAH. However; the RSCP records for this director is more encrypted than the formal divisional directors. Known to the public eye and under-ranked Agency personnel; it was stated that the first divisional director died in an industrial car accident. But to the middle-high ranked personnel; they were told that the story of the first divisional director's death is still alive, however; those who hear must promise to keep the knowledge of the first director a secret to the point of death. Punishments for leakages caused by said personnel would be quoted as severe enough that "they were written off history by a mace". |

The Divisional Directors are two-enigmatic high ranking GFA officials that controls the agency in the shadows and in the general public eye.
In-Universe Lore
As told to most GFA personnel who enrolled and served for at least two years; the Divisional Directors are mostly a myth, which they only appear on several Cyber TV's during an event that was called by GFA, "Founder's Judgement"; where if someone were to do something severe for even The High Table of GFA to even silently punish and the suggested course of action is for a public judgement by the founders to determine whether if they are to be either:
- Classified as Excommunicado and bounty set for termination
- Demoted back to the several Enrolled Departments
- Termination of employment and amnestic wipe
- Termination order without the defendant(s) knowledge

Mr. Fox
Personnel below the required ranks but has adequate access are told that only one divisional director exist, which is Mr. Fox. He appears as the GFA's founder and leader of both the High Table of GFA and the Global Furry Council. In an unnamed incident, the Global Furry Council manage to connect the dots and found out Mr. Fox was inside the council to spy on them. He later became the leader of the High Table of GFA only to conceal his identity.
Black Cat
Personnel at and above the required ranks are told that there are actually two divisional directors instead of one, which is Mr. Fox's mentor and partner, Black Cat. He appears as the GFA's founder before Mr. Fox who was killed in a car accident in 2008. According to RSCP records, Black Cat secretly controls the GFA in the shadow and only reveals his identity when needed.
