This sound effect can be found on the Hanna-Barbera Sound Effects Library, which was made by Sound Ideas. It shouldn't be confused with the second whistle from Sound Ideas, COMEDY, ACCENT - SIREN TYPE WHISTLE, SEVERAL (a Warner Bros. sound effect) and Sound Ideas, COMEDY, ACCENT - WHOOP WHISTLE: SHORT due to sounding similar, It's basically Hanna-Barbera's equivalent to Ascending Whistles CRT057901. Debuted in 1958 with The Huckleberry Hound Show.

Back in 1958, this sound effect was first recorded by Greg Watson at Hanna-Barbera Productions in Los Angeles, California, and it was made from a siren whistle.

This is one of Hanna-Barbera's most prolific sound effects and was mainly used whenever someone would throw a bowling ball, a lasso, or even a rabbit during a magic show. It made its debut on September 30, 1958 with The Huckleberry Hound Show and would be used in most of their cartoons, before the sound made its way to other studios, mainly Disney and Warner Bros.

This is the most popular and one of the most commonly used zip whistle sound effects (and maybe cartoon sound effects overall), particularly in Western animation. It is often used in modern media today, especially in shows like The Cat in the Hat Knows a Lot About That!. Some recent media, such as the recent Super Mario games and some recent Western shows, are very fond of using it. Even the Nostalgia Critic criticized its use of it, when reviewing A Christmas Story 2 (2012).

It should be noted that there's an equivalent of a Jay Ward sound effect of the same name, which was not featured on Rocky and Bullwinkle and Friends Sound Effects Library, and Walter Lantz sound effect heard in the Andy Panda cartoon "Dizzy Kitty" and the Woody Woodpecker cartoon "The Beach Nut" that sounds nearly identical to this.
