This is a rare sound effect that isn't available on the Hanna-Barbera Sound Effects Library or Hanna-Barbera Lost Treasures Sound Effects Library. It's a high pitched version of ZIP, CARTOON - BIG WHISTLE ZING OUT. It's commonly heard in PAL printings that use the aforementioned sound effect.
