The Robloxia Immigrations and Customs Enforcement (RICE) is a federal law enforcement agency under the Robloxia Department of Homeland Security and the replacement of the National Agency of Intelligence's department of matters associated with immigration.
Formation
Formed after November 10, 2002, it was created as a counter-terrorism task force to assist the Robloxia Customs and Border Protection in tracking down any violent criminals entering Robloxia. The agency under non-Baszucki was usually ethical and managed to deport some of the worst Robloxians in history.
History
Early History (2002-2023)
Initially, RICE would deport Robloxians who entered the country illegally.
On December 1, 2004, President David Builderman Baszucki would change the constitution of Robloxia to the Terms of Citizenship, which effectively meant that RICE was stripped off its powers to deport Robloxians who entered Robloxia illegally and the director of RICE would be changed to an unknown Robloxian. As a result, many Robloxians who entered Robloxia during this time had to fill out a simple naturalization form that asked them to provide their birth date, their name, a password (which is used to access their page on the government website) and gender (which used to be required but made optional later) which granted them immediate naturalization. Guest Kingdom citizens were not allowed to naturalize but are allowed to stay in Robloxia until October 2017, when the Anti-Guest bill was passed, banning immigration from Guest Kingdom entirely. Unfortunately, this also allowed violent criminals to enter Robloxia and become citizens easily. This resulted in Robloxia permitting RICE to deport Robloxians who are also citizens of Robloxia for violating the Terms of Citizenship, which effectively made them stateless asylum seekers.
More history about the unknown Robloxian's rule in terms of deporting citizens can be found on the exile page.
Baszucki Regime (2023-2026)
On July 2023, the director of RICE would be replaced with Matt Bloxman after a 19-year rule of the original Robloxian. The title given to the department head under his reign would be renamed to "Chief National Safety Officer". Under his reign, he saw lawsuits made against the country. In particular, one lawsuit on August 2023 was his first; it alleged that the country of Robloxia is profiting off minors when they brought Robux to participate in offshore gambling rings and took a couple of months to process, and claimed that Robloxia government is racketeer influenced and corrupt.
On December 1, 2024, President Mason Scorpio Smith repealed the Terms of Citizenship in favor of the Robloxian constitution. Also, on Day 1, Mason Scorpio Smith nominated another Robloxian to head RICE, swearing to do this to restore RICE's power to deport immigrants illegally and not deport any more of its naturalized citizens, as well as reinstating legal immigration from the Guest Kingdom and reversing the effects of Baszucki's anti-Guest immigrant nativist stance, but the nomination was defeated in the Robloxian Senate, which occupied a corporatist unanimity. This led to RICE being acutely unaware of the situation and Matt Bloxman swore to continue giving out deportations to Robloxians who violated the Terms of Citizenship.
Deportation of Schlepington and President David questions whether Bloxman is a rogue director
In 2025, RICE would be given orders by director Matt Bloxman to arrest and deport Robloxian crime fighter Schlep. A few hours after the deportation was carried out, a large movement known as the Free Schlepington Movement would erupt across Robloxia, with some petitions calling for the director to resign. Matt would attempt to defend the reason for deportation, arguing that crime fighting threatens national safety on Robloxia, but this would only anger them more, making a large amount question Bloxman's background after it was seen that he had authorized raids on condos such as those made by Ted "Teddy" Zachery and his decision not to arrest and deport the owners. President Mason "Scorpio" Smith was unsure on the situation and would make a decision if Bloxman failed to explain the actual reason. A few days after Schlep was deported, RICE would mistakenly raid the residence of former president David "Builderman" Baszucki who put Matt into his position in the first place would occur and would place him under deportation and arrest too. However, the deportation flight was ordered to turn around after the mess up was noticed.
Puma's Administration (2026-present)
On June 1, 2026, John Puma was sworn in as president of Robloxia and, early in his term, decided to address the problems within Robloxia Immigration and Customs Enforcement. He fired Matt Bloxman as the organization's manager due to him prioritizing national safety over its citizens and replaced him with Herman Syahab from the Progressive Party. The new leader immediately fired a significant portion of the organization's former Corporatist staff on the basis of death penalizing United States of Robloxia citizens and then, in cooperation with the government, released all illegally detained immigrants from detention centers. He also fired many agents responsible for power abuses and allowed many wrongly deported individuals to return to Robloxia.
Corporate Resistance
Meanwhile, the Corporatist staff gathered on Mount Oof to wage guerrilla warfare against Puma's government and even swear to keep Robloxia safe just as Baszucki had wanted it to be, but they were surrounded by the Robloxia Citizens Militia and unable to do much. Fortunately, the Corporatist staff never received any demands to deport robloxians prior to it being surrounded, meaning they never left the mountain. Puma jokingly compared their aura to the mountain and addressed the similarities, deducing that "their aura was oof".
