From December 5, 2017 to December 11, 2017, there was a elevated risk of domestic civilian unrest in Robloxia as the Robloxian government continued to implement unpopular executive orders on Robloxia, with the boiling point being Robloxian Immigrations and Customs Enforcement deporting Quackity, which was seen as an innocuous robloxian. At one point, there was even a talk to overthrow the Robloxian government by the Unified Coalition of Robloxians for implementing executive orders that were unpopular, as seen in one Robloxian government website forum post that threatened to raid the Robloxian government website forums to increase the recruitment of the Unified Coalition of Robloxians. To protest Quackity's apparently unjust deportation, states in Robloxia briefly seceded from the Robloxian Union and became fleeting, yet unrecognized independent countries, such as Brickland, North Dabloxa, and South Bloxlina, and immediately declared war on the remaining 47 United States of Robloxia states for deporting Quackity, with war planned to ceasefire if Robloxia surrenders. Some secretaries joined too, thinking this might be a time to finally defect from the Robloxian government.

On December 11, 2017, the Robloxian government saw the domestic civilian unrest being elevated, and started to implement riot controlling measures. David Baszucki would fire the secretaries for defecting from the Robloxian government. Later, the states that seceded were returned to Robloxia by executive order. Finally, on the same executive order itself, the Robloxian government website would be changed; the government forums on the website were to be closed off immediately to prevent any more posts from being posted on the platform until the raid cooled down. For this, the executive order has been nicknamed the Cellcom Ban, even though it did more than ban the forums. Unfortunately, by shutting off the forums, the Robloxian government was essentially shutting off a democratic feature of the website, Suggestions, which was intended to be used for citizens to post suggestions for the Robloxian government to implement. Later, the Robloxian government created the Mayor Forums, which was stronger than the existing forums, but it catered to the mayoral audience rather than the general citizen audience. As a result, the experienced general citizens of Robloxia started to create their own unofficial Robloxia government forums, which were stronger than the existing forums. Unfortunately, as of July 7, 2026, the Robloxian government has not yet reopened the official Robloxia government forums despite the fact the raid cooled down almost instantly when the riot controlling measures were implemented.
