SECTOR - 07 is a small town located in an isolated area of Pine County, Central Robloxia, Robloxia. The town was originally named 'Charc's Lot' after the famous Charcoal Mountain in Pine County, though Charc's Lot was a considerable distance from the actual volcano. In 2009, after the Crime Uproot Ministry was raided, many gang members, mercenaries, hitmen and assassins were stuck in police custody. The decline of Charc's Lot caused the Robloxian Government to designate the town to SECTOR-07, the seventh in a series of mobile urban prison locations established by CRIMCORP.


History

Early History

The town was founded in Pine County in 1901 by mayor Edwards Sinalo. The town, similar to Da Hood, began as a transport and storage town, but unlike Da Hood retained a solid economy and population. This is mainly due to the presence of the Pinewood Factories serving as important employment centers for much of the county during the 1900's.

Post RW2

After RW2, the hastening industrialisation of Roblox led many citizens to leave Charc's Lot and to move to the larger Kyle City or beyond the borders of Central Robloxia state. The population dwindled but managed to retain a certian stagnancy of around 8000.

However, tectonic movements, volcanic eruptions and the natural position of the town in an isolated zone surrounded by cliffs caused the town to become more and more physically isolated until only two roads remained in order to leave and enter the town. By 1994, the town slowly began to die a natural death. By now, Pinewood had advanced into nuclear, aerospace and computing fields, so low-skill employees were let go. The only university in Pine County was Kyle City University. Many had to leave to continue further education.

Chaos Legion Occupation

In 1998 the Chaos Legion raided the town and killed many civilians, including a systemic dismantling of the police force of the town. Although they were deterred and overthrown by street gangs and military intervention, the town was left in chaos after the conflict. The police station shut down, gangs began to rule the streets and the drug trade blew wide open.

Weather

This did not retain for long. In 2003, an enormous storm came overhead and was followed by the eruption of Charcoal Mountain. A third of the town was destroyed or buried, and one of the roads leading out of town was destroyed and blocked off. Additionally, the cliffs had now grown double in size on average, causing most of the town to become a lawless zone. Unlike Da Hood, most people did not bother staying. Da Hood pertained an advantage due to its position in Robloxia - it was nearby to large urban centers, the weather was warm yet not too damp all year round, and Da Hood was larger in size along with retaining numerous functioning facilities. What this meant was that Da Hood, even after becoming lawless, could still be used to obtain money and perform illegal business work.

This could not work in Charc's Lot for numerous reasons:

  1. The weather was far more harsh and volatile. Summers were obscenely hot and dry, while winters were completely freezing and in fact had even become deadly around 2004.
  2. Kyle City was a long distance away, and there were no other major urban centers closer than that.
  3. The town had already shrunk in size by 1/3, but even prior to this it was not a large town.
  4. There was only one functioning establishment by 2004 - the Café in the center of town.
  5. There were no viable roads or plowable land, so transporting or producing drugs was unprofitable.
  6. Pine County had installed modern SRB Neutralisation Barriers in the late 80's, meaning superbloxians could not use their abilities in the county, or at least not as easily.

All these factors worked together to cause the state of the town in 2004. However some scholars such as Markus Yurt, an urban historian and sociologist at Bloxindiana University, suggest the main reason for the decline of the town was due to Pinewood Corporation buying out land and houses and 'choking the council's options'.

Purchase By Pinewood Corporation

In 2005, a deal was finalised between the central Pine County Government and Pinewood Corporation. Pinewood purchased the land and the town for 20,000,000 R$. The corporation intended to use it to expand and construct a fifth coolant facility for the Pinewood Computer Core, which is one of the most technologically advanced and vital research facilities in all of Roblox. The deal was finalised and the town was handed to the corporation.

However, due to internal disputes with the board of executives and the 2007 incident at Computer Core which caused a meltdown and near catastrophic explosion, the town did not receive any treatments and no construction had begun by 2009.

OPEN SECTORS

After the 2007 central government prison reforms, which allowed private companies to organise and run their own prison systems in tangent with the central government and Justice Bureau, CRIMCORP, a newly founded private prison company began constructing their infamous series of prisons called 'OPEN SECTORS' - which involved using abandoned towns or locations and constructing enormous walls around them, then using them as the prisons themselves instead of constructing standard prisons with cells, rooms etc.

This was done for many reasons, such as lowering the rate of escape to a whopping 1% due to the openness of the town and the scale of the walls, and allowing easier surveillance amongst a greater illusion of freedom for the inmates.

However the main secret reason was that many scientific corporations such as Innovation Incorporated collaborated with CRIMCORP to use the prisons as a method of observing Robloxian behavioural patterns and how certain situations affected them. Allowing inmates to accurately simulate behaviour they would perform outside of prison in a controlled environment was useful to scientific corporations studying Robloxian psychology and sociology.

In 2009, CRIMCORP purchased Charc's Lot from Pinewood for a measly 5,000,000 R$.

CRIMCORP immediately renovated and fixed up any destroyed buildings, redirected power lines and constructed the walls and gates, ending in 2010. In 2011, the town, now renamed to SECTOR - 07, was ready for inmates.

SECTOR - 07 opened as an open-air prison on November 23rd, 2011. By mid 2012, the sector was at full capacity of about 6000 inmates.

Regulations

In order to be qualified to be thrown into SECTOR 07, one must have a sentence of 20 years or lower, and higher than five years. One must also be above the age of 16 but there is no upper limit. The prison specifically request inmates and criminals with convictions related to gangs, drugs, murder, and theft. Criminals charged with sexual crimes are not allowed into SECTOR 07 and are instead redirected to SECTOR 03, which IS specialised for those crimes.

Inmates who volunteer to spend their sentence in SECTOR 07 will have their original sentences reduced. Additionally, within the walls of the city, there are no rules and crimes including murder are legal and will NOT affect the victimiser's sentencing length. Each SECTOR specialises in certain areas of crime:

SECTOR 01: Mass murderers and spree killers.

SECTOR 02: Fraudsters, scam artists and embezzlers.

SECTOR 03: Sexual deviants and sexual offenders.

SECTOR 04: Blackmailers, inciters and coercers.

SECTOR 05: Juvenile criminals.

SECTOR 06: Political criminals and criminals of high former status.

SECTOR 07: Street and drug-related violence.

SECTOR 08: Terrorists.

SECTOR 09: Superbloxians (under construction).

SECTOR 10: A collaboration with the RSCPF to contain Robloxian convicts which may display anomalous properties.

SECTOR 11: Public indecents or threats to public harmony (eg. drug users, alcoholics etc etc.) (UNDER DEVELOPMENT)

Current Day

SECTOR - 07 currently holds approx. 5000 prisoners currently, though an exact number is classified and unavailable.
