Hokanda (pronounced: Ho-ka-n-da), officially Furry Republic of Hokanda and formerly Aderlon is a rural town turned independent country in the Bloxia Kingdom, that is connected to Wisconsin, Robloxia to the south via underground motorways and train lines. It participated in the Hokanda - Avalia War, with them winning as Avalia being decimated by a GFA bombing run.

As of 2009 where the rightful agency of the Global Furry Agency was given Governance to Hokanda, it was declared that Hokanda is a furry territory.

Diplomatic Access

Hokanda is apart of the Eurobloxian Diplomatic Union, which they are either independent (by standard) or with the Bloxia Kingdom (unofficially). The following are their diplomatic seals (though said seals are also encrypted to avoid forgery).

History

1967-2008

Aderlon was ruled by Queen Winstead the Third who ruled Aderlon as a refuge nation from the Bloxia Kingdom which was under chaos during the events of the Bloxia Kingdom War. To save her citizens, she ordered for those who still loyal to her follow her request and head to the Kingdom of Aderlon for refuge. She was later crowned queen of Aderlon.

Until in 1995, she renamed it to Hokanda.

Queen Winstead the Third, after 41 years of being queen, had passed on.

2009

Hokanda was put under the governance of the Bloxia Kingdom's King.

2010

In 2010, a Bloxia Kingdom Furry Organization called the Global Furry Agency had manage to reclaim governance of Hokanda, which they promise their citizens that they will ensure protection and to ensure Queen Winstead the Third's Mission is upheld. As a result, the country broke from the Monarchy in which Racheal Foxington (an GFA Politician) later became President of Hokanda, while Zachary Jackson (an GFA Member) later became the Vice President of Hokanda.

2011

In 2011, Zachery Jackson stepped down as Vice-President to make way for recently installed Hokandian Politician Auryn Pistris.

Late-2016 - Early-2017

During the 2016 Hokanda Presidential Election, Auryn Pistris was made President of Hokanda.

2022

After Auryn's term as president ended and during the 2022 Hokanda Presidential Election, Micheal T. Wilson took over as President of Hokanda.

The City of Hokanda

The city was a small town until 2030 when fears of the aftermath of The Furry War caused a mass relocation of the furry population from across Robloxia affecting the cities of Hokanda, Thorne City, and Furry City.

After some major expansion, the city would welcome its new population with a brand new city and places to live. Its new population would become 41,432,784 in total. In doing so, it would take and exchange its secrecy near the shore of western Bloxland for new islands for its many districts and residents. The city's expansion would shock even the Global Investigations and Justice Department who were investigating the city.

The city would have a major harbor that mainly handles cargo, but has a few cruise ships that stop there.

It is separated into five major city/counties, this is also used to identify the city of origin for Hokanda Passports:

Police Force

Unlike the rest of Robloxia, which utilize normal police forces, Hokanda uses a special police force called the Hokanda Special Police (H.S.P). They consist of Furry Agents and sometimes Furry Task Force Unit Agents. They wear a navy-blue police uniform with the H.S.P insignia and bodycam V2.

State Service

Since 1987, State Service was a national program instituted by the Bloxia Kingdom. This requires all 18-year-old certified male-identifying robloxians to serve at least 18 months in the country's armed forces, police, or the civil emergency team. As of 2009, under the Enlistment Act of 1987: State Service was not made compulsory but was required if they had signed a general service if shown excellence in studies.

Enlistment

Citizens and immigrants are allowed to enlist in State Service. The only regulation they have is the following:

• They are 18-20 years of age
• They are not currently in any study certification program (ex: 3 Year Specialized Education in the Industrial Technical Education Services, or Certification Courses in Certification Schools)
• For immigrants, at least 6 to 8 months of immigrant status
• Medical screening shows fit for combat duty
  • If stated (or if checked) otherwise, they can still enlist but are mostly restricted to certain or non-combat services (e.g. Weapon Storage).

In Hokanda, there are many major ministry departments that handles the daily routine of Hokanda.

Ministry of Admission/Ministry of Home Affairs

The Ministry of Admission (or formally known as Ministry of Home Affairs) is in charge of border regulations and control, and also the Hokandian Immigration Authorities. It issues most of the official documents required by robloxians and also issues warning citations to when an Inspecting Officer at an Border Checkpoint makes a mistake.

Document Issuing

They are one of several Ministries involved in distributing the following:

• Extry Permits: Extry Permits are travel documentation used for immigrants and visitors exiting and entering Hokanda. They require a few major items: the Entrant's name, Passport number, Purpose, Duration of stay, Height, Weight, Physical appearance, an Valid Ministry of Admission seal, and the Entrant's Nationality. The cost of this permit is around 89RBX.
  • Extry+ Permits: Extry+ Permits are travel documentation used for immigrants and visitors exiting and entering Hokanda from a country that is at conflict with Hokanda or was blacklisted. It contains similar items in the original Extry Permit, albeit the addition of a signature from both the entrant and a MOA representive. The cost of this permit is around 128RBX. It's first usage was when Hokanda was in conflict with Robloxia's president, Mason "Scorpio" Smith.
• Passports: Hokanda Passports are used by Hokandians for the purpose of traveling overseas, like any other passports, it carry information about the entrants such as name, gender, date of birth, species, and nationality (default is Hokandian). The passport cover colors are purple and gold.
• Identification Card: Hokanda Identification Card (or commonly called as Identity Card) is a document that Hokandians require to (re-)enter Hokanda or for identification purposes. It contains the citizen's identification, consisting of their name, date of birth, height, weight, photo, and home district. Usually standard ID cards have no expiration date.
  • Immigrant Identification Card: Immigrant Identification Card is a document that immigrants of Hokanda hold, is usage is similar to a Hokanda Identification Card: which is used for identification purposes and is required for said immigrant to (re-)enter Hokanda. Unlike a standard Hokanda ID Card, Immigrant ID Card have an expiration date of at least five to eight years
• Oversea Identification Cards: Oversea Identification Cards are used by Hokandians as an ID card whenever overseas for specific purposes (ex: Political talks). It is similar to a standard Hokanda Identification Card but are differentiated from it being white and green.

They are also one of several Ministry having authorizations to authorize permits.

Ministry of Education

The Ministry of Education is in charge of the education in Hokanda. It is in charge of the altercations/addition/removal of Education material and Examination Distribution of both Primary School Exit Examination, General Bloxian Examination Level A to N(A) or N(T). They are the ministry in-charge of a student whom are promoted or demoted in studies.

Ministry of Labour (Formerly Ministry of Manpower)

The Ministry of Labour is in charge of the working civilians in Hokanda. It is in charge of the issuing and certification of workers for both Civilian or Immigrants.

Ministry of Information

The Ministry of Information is an Ministry Intelligence Agency. One of their offices, the Ministry Office of Investigation, conducts information audits on government employees and monitors possible domestic and international threats to Hokanda. One of their agents, Simon Harold, works in the Ministry Intelligence Agency under the Private Investigation Sector.

Ministry of Justice

The Ministry of Justice is in charge of conviction and sentencing of Wanted Criminals (domestic and international). Their wanted leaflets are issued by this Ministry Department.

Ministry of Income

The Ministry of Income is in charge of observation and distribution of salaries to government and civil workers. In some situations, if investigations are necessary (ex: sudden increase of income); they are allowed to confiscate a worker's savings to aid in investigations for at least 3 days before decisions are made to either return or confiscate with valid reasoning. They are mostly joint with the Ministry of Information, and Ministry of Labour

Ministry of Health

The Ministry of Health is in charge of public health within Hokanda. They are the one whom assisted in International 48 creating the episode: Focus on... Lifestyle.

Ministry of Trade

The Ministry of Trade produce legal tender and manages international trades. It's name is printed on all Hokanda Dollar notes.

Known ways to enter Hokanda

• Take a flight to Hokanda International Airport (for every flight) or Hokanda Regional Airport (for private jet flights only).
• Drive to Hokanda by going north on Wisconsin State Route 57 (which will eventually become the country's Motorway 57 after the Hokanda Checkpoint)
• Take an express train that will stop in Hokanda Checkpoint Station.
• Buy a bus ticket to Hokanda. The bus has two stops, Greenville and Hokanda Checkpoint Bus Stop. The Hokanda Bus is the only authorized bus to make the trip and can fit 60 Robloxians.
• Passenger ships from New Blockers City (DarkSpire City was blacklisted after Anti-Furry Coalition members used a cruise ship to breach the city and Miablox, Blorida was blacklisted for a heavy amount of A.F.C. supporters in the city).

Parking and FurryTAG

Since 2021, the government of Hokanda, Global Furry Agency and Global Furry Agency Turnpike Authority requires all civilians and migrants to use a FurryTAG, a Toll Transponder to pay for parking due to the recent Bloxian Law change on mobility services.

• For those who purchased a car before the mandatory FurryTAG implementation:
  • They are required to install FurryTAG in their vehicle no matter the reason since it is easy to install; the only thing they must do is to collect the FurryTAG Parking Monitor and Card Reader and install it into their car.
• For those purchasing a car after the mandatory FurryTAG implementation (renting is similar):
  • The car MUST have FurryTAG installed if they rent or bought a vehicle in Hokanda.

Should they be found without any FurryTAG installed, they or the distributer (if it is rental) who gave them the vehicle has to pay a fine of 500 Sterling (671.70 RBX).

Ground Borders

Robloxia - Hokanda Border (The Harildal Border)

The border from Robloxia to Hokanda, most commonly referred to as The Haridal Border, is one of the strictest borders made by the Hokanda Immigration Authority, with 40 checkpoint booths for arriving visitors who use cars as their main transport to the country and 80 checkpoint booths otherwise. They are filled by many citizens from many countries to see Hokanda's admiring landscapes and culture.

Hokanda - Pacifico Border (The Pacifico Gateway)

The border from Pacifico to Hokanda, most commonly referred to as The Pacifico Gateway, is one of the reinforced borders made by the joint collaboration between Hokanda and by the Republic of Pacifico, with 56 checkpoint booths for arriving visitors who use cars as their main transport to the country and 96 checkpoint booths otherwise. They are filled by many citizens from the Republic of Pacifico to see Hokanda's admiring landscapes and culture.

Passing the Security Checkpoints

The security checkpoints in Hokanda International Airport, and the Hokanda Checkpoint are secure checkpoints and screen every visitor. Below are the steps to go through screening.

Rules at the Border:

Citizens:

• All citizens must have a Hokanda-Issued Passport
• Citizen must have a valid ID
• All documents must be current
• No weapons and contraband material.
• Entrants must carry a Vaccination Certificate; only if Hokanda is currently under a pandemic.
• Citizens may still be allowed to enter if a mandatory ₣¢/Bux Sterling 200 fine for Expired Travel Documents (Passport, ID, etc.) has been paid to the Hokanda Immigration Authority.

Immigrants/Tourist/Workers:

• All entrants must have a passport of their current country/religion
• All documents must be current
• Foreigners must have an Access Permit or Extry Permit to clear customs
  • Robloxia Citizens (Demonym: Robloxians) require a Extry+ Permit to clear customs. (repelled after Mason Smith's Impeachment for biasness against LQBTQ members)
• Entrants must carry a Vaccination Certificate; only when the country they originate is currently under a pandemic.
• No weapons and contraband material.

• Workers within their Intended Stay Duration leaving the state must have a leave on notice permit (given by Ministry of Labour and authorized by their Company their working for); unless their work permit has expired during the day they had departed, which they require only their Extry Permit.
• Workers entering the state for the first time must have a work permit.
• Workers re-entering the state must show their re-entry pass.
• Bloxjiado Citizens (Demonym: Bloxjis) who worked for the Agency of the Global Furries via Project Furry Wealthiness must require a diplomatic passport of Bloxjiado or a national furry pass since Project Furry Wealthiness was a partnership with a Bloxji-Government furry organisation called Furry Federation of Bloxjiado. For Bloxji Global Furry Agency workers who did not work in Project Furry Wealthiness must require a 5-year visa of Hokanda or a Residence Card. (Repelled the requirements of 50-year visa due to reasons of impossibility)

Diplomatic Agents/Government Agents:

• All agents must have a passport of their said organization/country/religion/etc.
• Authorization must have the rightful stamps from the Global Furry Agency or their Country of Origin
• Government agents must have a weapons permit if they are carrying any firearm and weapons.
• Government agents can only bring a pistol, and it must be unloaded.
• Agents must carry a Vaccination Certificate; only when the country they originate is currently under a pandemic.
• Weapons that are classified above pistol class is NOT allowed.
• Unless it is used as evidence, contraband is not allowed. If contraband is used as evidence, a certificate showing the agent's right to transport evidence must be presented.
• Bloxjiado Citizens (Demonym: Bloxjis) who works (or worked) for Global Furry Agency via Project Furry Wealthiness must require a diplomatic passport of Bloxjiado or a national furry pass since Project Furry Wealthiness was a partnership with a Bloxji-Government furry organisation called Furry Federation of Bloxjiado. Asylum Holders

• All entrants seeking for asylum must have a grant from the Ministry of Admission.
• Grant must not be expired to approve Protection Status in Hokanda under 1951 URN Laws of Asylum.
• All entrants must have a passport of their current country/religion.
• No weapons and contraband material.
• All entrants require a Vaccination Certificate (if pre-migration question states that they originate from a country currently under a pandemic)

• Individuals planning to enter from blacklisted countries both without a Extry+ Permit and the intentions of asylum protection or diplomatic access (Entry Denied):
  • DarkSpire City (Due to Anti-Robloxian Groups using the DarkSpire City Cruise Route to breach the city); Exceptions are those with Diplomatic Access.
  • Miablox, Bloxrida (Due to Heavy Amount of Anti-Robloxian Supporters); Exceptions are those seeking Asylum Protection in Hokanda
• Individuals who lack proper documents (Entry Denied)
• Individuals carrying illegal items without a proper permit (Detainment)
• Wanted criminals (Detainment under jurisdiction of the Ministry of Justice)
• Anti-Furries (Determined; at the Inspection Officer's discretion)^[1]

Items that require a permit and their Required Agency for Approval

According to Global Furry Agency Headquarters Customs (GFAHC) Act, the Goods and Services Tax (GST) Act and the Regulation of Imports and Exports (RIE) Act.

Poisons		Lethal poisons are not allowed to be imported regardless of reason or form. Emetic poisons (used to kill pests) are allowed to be imported with prior authorization by HSAH.
Alcohol		Due to underage drinkers being found inside Hokanda, and due to an incident in which alcohol was used as a sedative. HSAH enforced the following: Drinking-purpose Alcohol: Importer is not certified for delivery: Only at least one bottle (maximum: 330ml) may be brought in without any required permits, and those exceeding the limit must secure an HSAH permit before entering Hokanda. Importer is certified for delivery: Allowed to be brought in without any required permits or limitation, however verification of the delivery is needed to confirm. Medical-application Alcohol Importer is not certified for delivery: As of Hokanda Medical Import Law 9312, importers not certified for any import/export delivery are allowed to import medical alcohol if it's stated for health/medical reasons. Importer is certified for delivery: As of Hokanda Medical Import Law 9312.1, importers certified for any import/export delivery are allowed to import medical alcohol if post-verification from both HSAH and the Hokanda Cargo Management Department confirms the content and authorisation.
Class-D or Class-E "Common Drugs"		Due to illegal sales of common drugs, it was required for Class-D or Class-E drugs to be imported in small quantities, unless there is a valid reason to import said drugs - this is to at least make it inefficient to sell due to the pricing being unreasonable.
Class-C "Unofficial Medical"		Due to the illegal selling of recreational drugs, it was required for all Class-C drugs to be identified with a valid reason.
Class-A or Class-B "Illegal" Drugs		Due to illegal drugs being related to most assault cases in Hokanda and spoiling their efforts, HSAH mandated that the drugs are to only be imported for research, and during transportation, the importer must have a permit and a valid lab result of the said drug.
Class-F "Unidentifiable"		Unidentified Drugs (by law) are not allowed. A permit is only required for Research purposes.
Sedative Tools		Unless it is for emergencies, the importation of sedative tools is prohibited. As many incidents were that sedative tools were used not for their intended purposes.
Dangerous Cargo	Hokanda Border and Custom	Due to recent cargo imported revealed to be illegal items.
Huge wads of cash		Due to recent cheating and money laundering cases, the maximum cash that can be brought in without a permit is 50,000 RBX/37,365 Bux Steriling, and its equivalent elsewhere.

Highways in Hokanda

Hokanda has one main highway, Hokanda Highway, also known as Furry Highway 2. It used to be tolled until Global Furry Agency Headquarters Turnpike Authority ended toll collection. However, they did not end HOV/HOT lane toll collections in Hokanda Highway as HOV violators were common in the road.

To enter it, drivers must require:

• FurryTAG installed in the vehicle
• ID Card (For Security Checks)
• Passport (For Visitors)
• Required Extry Permits (For Visitors)

Since 2023, GFA Turnpike Authority has strictly mentioned that HOV/HOT and toll violators will be prosecuted with a 500₣¢ fine per violation by GFAHTA and Hokanda Traffic Police (the proposal to have prosecution be the punishment was rejected due to it being too strict and obsurd). Violating toll and HOV lane rules repeatedly within a month of their original violation will result in a 1000₣¢ fine and the suspension of driving licence for at a minimum of nine weeks to indefinite (the proposal to have execution be the punishment was rejected due to obsurdity and against Bloxia Kingdom Prosection Laws). A ring road in Hokanda known as the Fox Turnpike (a tollway) is proposed with meetings of GFA and GFAHTA discussing it.

FurCurrency

FurCurrency (₣) is a GFA-made cryptocurrency (and later paper cash) that Hokanda's official currency; currently there are two versions of it, the Official Currency and the Fursuit Purchasable variant.

Official Currency (₣¢)

The main version and publicized version of FurCurrency (₣¢) is a note and coin used for buying items in Hokanda, it was made official when Racheal Foxington and Zachary Jackson felt that it was cumbersome to sort out Bux Sterling and/or Robux. The note bears the insigna of the Hokanda Flag while the coin bears the logo of a Fox.

1 FurCurrency (Official Currency) note was initially worth 1.36 Robux. As due to Hokanda being the same as the Bloxia Kingdom, it was initially worth the same as 1 Bux Sterling.

The coins (₣¢/¢) they have are: 5₣¢/¢, 10₣¢/¢, 20₣¢/¢, 50₣¢/¢, 1₣¢.

The notes (₣¢) they have are: 2₣¢, 5₣¢, 10₣¢, 50₣¢, 100₣¢, 500₣¢, 1000₣¢.

Fursuit Purchasable (₣Ᵽ)

This type of FurCurrency known as Fursuit Purchasable (₣Ᵽ) is a coin that is only used for purchasing furry related, hobby-related, or holiday apparel. The only difference that defers from the Official Currency is that the insignia of the coin has a insignia of a wolf.

Its purpose, as quoted by Mr. Fox and Auryn Pistris, was to "improve efficiency without the hassle of having to transfer huge wad of cash in one go and needing to do necessary paperwork just for an expensive costume". It can be used only to buy fursuits and fursuit items. Days before October 31, 2025, it was revealed that FurCurrency could also be used to purchase Halloween costumes (but certain costumes shops in Hokanda may only accept the digital version of FurCurrency).

It was made official after it was released in 2025 as of GFAH's collaboration with Headpats Designs. 1 FurCurrency (Fursuit Purchasable) coin was initially worth 500 Robux. As due to Hokanda being the same as the Bloxia Kingdom, 1 FurCurrency (Fursuit Purchasable) was initially worth 368.98 Bux Sterling.

Headpats Designs

A famous fursuit brand that originated from Robloxia and arrive to Hokanda, there are many of several Headpats Designs vendors in Hokanda, with the largest one being in Central Hokanda. On certain occassions, a special deal maybe made during certain events (holidays, weekend specials, etc.). Headpats Designs fursuits are purely made out of faux fur and authentic material, while they also sell accessories.

All stores would commonly use Fursuit Purchasable coins or online banking as a method of payment; however most stores accept Offical Currency as a method of payment in replacement of Fursuit Purchasable coins.

Lankstrom Cafe

A cafe in several locations in Shingleton, Central Hokanda, Winstead City, and Holmian City, where robloxians and furries can buy coffee while mingling around. They sell multiple drinks (including extinct drinks, with one being the extinct Matcha Capalino). Their drinks mostly cost around 2.50₣¢ per cup.

Their food are considered authentic by multiple Bloxia Kingdom chefs and baristas. Their menu consists some of the following, depending on the time:

Controversy

The Betrayal and Backstab of Robloxia

As GFA decided to not become allies with the Robloxian government (as of the sudden betrayal of Mason "Scorpio" Smith) but still be a part of furries in Robloxia, as suggested to the Hokanda Presidential Office; they restricted most of their border control again, with Robloxian citizen immigration turned off unless said Robloxian citizen is either an:

• Asylum Holder
• Furry

Existing Robloxia Citizens (both Visitors/Workers) in Hokanda for their decision and faith were given a letter which contains a form that says that they are currently cutting ties with Robloxia and are given two options:

• Become a Hokanda Citizen (refer to Annex A for detail of your application of immigrating); or
• Return to Robloxia (refer to Annex B for details of your Return)

If Robloxia citizens selected to stay and become a citizen of Hokanda, they are required to refer to Annex A for the detail of immigration to Hokanda, in which they allow both their family and friends to also immigrate with them.

Otherwise, they are required to refer to Annex B for the detail of their return to Robloxia, where they are to pack their bags and head to The Harildal Border on August 31st, to board the immigration bus to the Wisconsin Robloxia Checkpoint; they were given a farewell gift bag by Hokandian Officials and bid farewell.

Due to the Robloxia Citizens having an active work status; they were given their last paycheck in RBX.

Trivia

• The country was coincidentally based out of the nation Wakanda from the real world Black Panther: Wakanda Forever movie.
  • Though the author, User:AndroidTan, had quoted; "It was purely out of the imagination, not from a movie that I didn't watch."
• They are the only Bloxia Kingdom country that does not follow the monarchy guidelines as they change from a constitutional monarchy to presidential republic after Queen Winstead the Third's Amendment passed.
• Although they are separate countries; their football and sports teams are joint with the Bloxchester United (a Bloxia Kingdom football club), which could relate how Hokandian Footballers were scene during several matches.
• The phrase "Aderlon" means "Adherence of a holding land", while the phrase "Hokanda" means "Exchange an administered territory rather than a village."
• AndroidTan was born in pre-Hokanda, Aderlon.
  • Under Queen Winstead's will, she quoted: "Give the crown to a boy who is smarter than a genius but looks older than a baby". Likely indicating AndroidTan was intended to be King of Aderlon/Hokanda after Queen Winstead's passing.
