This sound effect can be found on the Hanna-Barbera Sound Effects Library, which was made by Sound Ideas. It was originally a Warner Bros. sound effect that was used in the Looney Tunes and Merrie Melodies shorts.

The sound originated sometime in the early 1960s and was made by Treg Brown.
