It was originally a Horta Editorial and Sound effect that first debuted in Popeye in 1980, and later would find it's way into other TV shows as well. It's first TV show appearance to used this sound effect was Garfield and Friends, first released in 1988. At some point in the early 1980s, this effect also wound up in Disney's sound effects library, being used in the 1981 feature film The Fox and the Hound and the 1982 short film "Fun with Mr. Future".

In 1992, The Hollywood Edge added this sound effect to its Cartoon Trax Volume 1 library. After the bankruptcy of The Hollywood Edge in 2014, Sound Ideas took over to acquire this sound effect.

It's still often used in modern media today, especially in shows like Rocko's Modern Life, Oggy and the Cockroaches, The Cat in the Hat Knows a Lot About That! and Looney Tunes Cartoons (2020).

This sound is also heavily used on SpongeBob SquarePants as Plankton's jumping sound.
