This sound effect can be found on The Premiere Edition Volume 1, which was made by The Hollywood Edge. The horn was sourced of from a BC Rail Nathan K5H.

The freight train that was recorded had two locomotives in front and three at the back of the train (which, in question, are distributed power units, or DPUs for short). The leading unit blew its horn as it approached a railway crossing in the beginning of the sound effect, and again as the train approached the mic, presumably as a horn show. As the train passed the mic, it gradually slowed down and sped up again.
