This sound effect can be found on the Cartoon Trax Volume 1, which was made by The Hollywood Edge. It was originally an Disney sound effect debuted in any Disney cartoons in the 1940s, before the Hollywood Edge pick it up in 1992. It's a higher-quality version of ZIP, CARTOON - COWBELL RATTLE AND ZIP from the Hanna-Barbera Sound Effects Library, but with a "thump" at the end.
