International Agency of Contracts

The International Agency of Contracts (also known as the "IAC" or "The Agency") is a global conglomerate of professional hitmen, soldiers, mercenaries, bodyguards and assassins, whose services are extended to wealthy and influential clients around Roblox.

It is a multinational, extremely well-funded neutral (yet criminal in cases) organization independent of the world's governments, with ties to various groups and individuals, providing assassination and mercenary services.

Credited assassinations have taken place in Robloxia Soil, the Telamon Rim, and Euro Baoji. The Agency enjoys the cooperation of affiliates such as the FSB, NAI, other Federal Agencies, and even elements within the United Roblox Countries (URC).

Although politically neutral and ethically amoral, the Agency avoids accepting hits ordered by enemies of its allies in government bureaus to ensure cooperation from their allies. In addition, most of their assassination targets are professional criminals or corrupted officials.

The government describes their board of directors in detail. Their chairman is an unidentified male with a deep voice, who does not show his face, and as of 2003 their board of directors consist of the following:

Organization and Equipment

The IAC has extensive resources that rival that of some governments. In addition to its arsenal of modern personal weapons, it operates military helicopters and other aircraft.

It has facilities Roblox-wide ranging from isolated safehouses to elaborate training centers staffed with hundreds of employees. Agents are run by handlers, who coordinate missions and arrange for briefings, transport and equipment needs.

Handlers are not necessarily former agents and may never have engaged in combat themselves.

Agents are shown frequently operating as teams, either undercover or openly in armed groups. The exception seems to be Agent Reiner, who typically undertakes missions alone. It is implied that he may be unique in this regard.

The fact that Agent ██████████, a senior member of the IAC, has never met Reiner despite his long career, implies that Reiner has little contact with the Agency or its members, though he is aware of their identities upon encountering them in Berlox.

Known Personnel

Andrew Reiner & Sierra Xytra

Agent Reiner is recognized as being the Agency's most efficient killer, an "urban legend", that is frequently requested by name from clients. During the course of an unnamed series of contracts; IAC Handler Benjamin Travis and some IAC soldiers refer to Agent Reiner as the "scalpel", calling him the Agency's most subtle and precise assassin. He is also one of their most expensive, charging anywhere from 200,000RBX (low-rate) to 700,000RBX (in the cases of difficult targets like Ted "Teddy" Zachery and Nanning Voldex) for his services. In an intel report reveals that he personally kills only 3% of the Agency's targets but makes them 37% of their income per year. It also shows that while the agent has a number because of a previous institution, other agents are simply called by name.

Agent Reiner's main controller, Sierra Xytra, is the handler of Agent Reiner which helps contracts and suggest methods suitable to the contract.

Numerous assassinations can be attributed to Agent Reiner. Being a member makes him an underground public representative. His success is their success, bringing more clients to them and himself. Such assassinations have come in the form of bombings, poisonings, strangulation, "accidents", on top of numerous more specific other public killings, making the Agency, and Agent Reiner, a highly sought after service and assassin that is known to get the job done.

Hit Squad

They are their most executive group of hit squads, charging anywhere from 240 Sterling/306 Robux (low rate) to 850 Sterling/1,084 Robux (in the cases of difficult targets) for their services.

As much for a team effort, it is recommended to use them when they are doing multiple tasks.

Kionne Republic v. International Agency of Contracts (Semi-Accurate)

On August 2025, after the New Voldex Party decided that they will bribe Kionne Republic into making Voldex Bloke Junior the mayor of Brookhaven, as well as bribing future New Voldex Party members to become mayoral successors, an anonymous IAC member was sent to assassinate Voldex Bloke Junior, but the bullet was too far and missed him. As a result, the anonymous IAC member would be charged with attempted assassination and would be sentenced and fined. As a result, a bill was received by an anonymous source. The Kionne Republic Legislature then held a meeting in Madison Megalopolis on the content of the bill, which if approved by the governor, would allow them to pursue legal action against the IAC and their clients for attempting assassination. A majority agreed, and the governor agreed, so the people who contracted the IAC to eliminate the NVP and the IAC themselves were sued, effectively causing the organization to declare bankruptcy.

The IAC lost 70% of their money due to the case. The Kionne Republic government said that “This is to keep the state safe, and those stupid maniacs are there bombing our state, so we have got those idiots down. We hope Robloxia can do this nationwide”.

Furthermore, Kionne Republic argued that from now on, they will use the method of recall elections instead of attempted assassinations to remove elected officials from office. However, many politicians and officials go against Kionne Republic. They argued they were the only way of dealing with criminals who are "above" the law.

The IAC Board of Director said that "Kionne Republic is a disgrace to our craft and trade as they tried to break us down. Due to this, the agency and our clients had ordered hits on the Kionne Republic and NVP to remove the Corruption. If they try to protect them, fuck them." before showing the middle finger to the camera.

As of now, the IAC is planning assassinations of everyone who supported the IAC lawsuit bill on the direct orders of MI7 as an attempt to recover their reputation as the greatest professional hitmen crew around and get all of their money back so they can continue their operations, no matter how controversial. Kionne had sparked hatred for the IAC.

However, Wolfpaq responded saying “Of course, safety first. Look at Bloxghanistan and RoYemen. Attacks have made them unsafe. What if the clients that are contracting the IAC to do this dirty work makes Kionne Republic and Robloxia unsafe? They must think before agreeing to make the contract. And we do not like the NVP honestly. I understand the IAC wants to eliminate it, but we want our state and Robloxia safe. We can’t be annoyed with these attacks and unintentionally it strikes innocent humans and animals. The IAC and their clients must think before such decisions."

Later, the Robloxian government decided to give money to the IAC. This increased their money by a multiplicative factor of 1.4 (or a 40% increase in layperson terminology). They had given orders to eliminate the New Voldex Party as of hearing the bribes from one of their renowned banks. Wolfpaq and some Kionne Republic political members were summoned to court by the United Roblox Countries and was charged under international laws for accepting bribes from a corrupted political party that was publicised as international and interfering with justice (as the safety negligence was justifiable). Resulting in the URC sending the IAC in planning the attacks accordingly.

An URC Law-Enforcer stated to Wolfpaq and Kionne Republic Politicians in the Court of Justice; "As per of your acceptance with bribery of foreign public officials. Use of force, threats, and/or intimidation to interfere with justice. As well as attempt to Liquidating plaintiffs. You, as the defendants have violated International Laws under the following section of Art. 6, 14, 16, 25.

As of your appeals to

• Use of force, threats, and/or intimidation to interfere with justice; was quoted that the targeted agency herby referred as the International Agency of Contracts had risked public safety in Kionne Republic and Robloxia was denied due to the safety negligence being justifiable due to certain factors amounting the date and location.
• Attempt to Liquidating the targeted agency; was quoted that you attempt to bankrupt them for the same reason of public safety and safety negligence was denied also due to your position being unjustifiable.

Currently, your pleas for the Verdict of Not Guilty has been denied due to the severity of your actions I had scene in this very court.

The Court is in favour of the plaintiff and the agency. As of this favouring, the United Roblox Countries has accepted the request by the agency to authorize legal attacks accordingly. Case closed." before banging the gavel.

Robloxia Government vs IAC

In November 2025, after Voldex Bloke Jr announced his candidacy for the 2028 Presidential elections, the IAC began planning for his assassination or termination. In response, the Robloxia Government issued a warning to the IAC; warned them to not kill Voldex Bloke Jr.

To the organization of the International Agency of Contracts, we hereby give you a warning to not martyr (kill) any NVP people or eliminate assets due to Voldex Bloke Jr’s candidacy for the 2028 election. Such violations recorded, immediate shutdown no matter what. Let the NVP take a break. The project to eliminate NVP’s assests is set as indefinitely suspended. Severe consequences are to come if the IAC or it’s clients violate this.

The IAC accepted it and suspended their NVP elimination contract. But they later stated in a following letter stating

To the national government of the United States of Robloxia, we would comply as per accordance to URC Law. But be wary that if a sanctioned contract was requested under legal and legitimist reasons and you are protecting either of these sanctioned targets. you are to comply with utmost respect by the URC law and to surrender them to fulfil client's contract else this will bring due risk of political conflicts. As such, may our stock and trade succeed in the better future.
