It was possibly originally a Skywalker Sound sound effect that was debuted in Twice Upon a Time (1983), and it's originally from the same source as Small Med Hi Boink CRT016002. It shouldn't be confused with BOINK, CARTOON - TIGHT BOINKS, which sounds somewhat similar.
