This sound effect can be found on Cartoon Trax Volume 1, which was made by The Hollywood Edge. It was originally a Disney sound effect that was debuted in the 1941 movie Dumbo, before The Hollywood Edge picked up in 1992. It's essentially the same as COMEDY - BOING 04 from the Universal Studios Sound Effects Library, but this sound has a cymbal crash added to it.
