Though rooted from the Disney library, it sounds like a processed, high pitched version of CARTOON, AIRPLANE - PROP PLANE POWER DIVE SCREAM (from the Warner Bros. Sound Effects Library) that sounds like an artillery whistle or an old-fashioned vehicle siren (in which case it should not be confused with CARTOON, SIREN - OLD POLICE, FIRE OR AMBULANCE SIREN).
