This sound effect can be found on Cartoon Trax Volume 1, which was made by The Hollywood Edge. It was made using a balloon, and was originally created for Alice in Wonderland (1951). This should not be confused for a reversed version of the first part of Electronic - Synthesized sound of an old car having trouble starting. There are multiple recordings of this effect, the version on Cartoon Trax Volume 1 being a more recent re-recording.
