This is a custom sound effect created by Horta Editorial & Sound, and was often used in early Nicktoons. It sounds similar to (and should not be confused for) a high-pitched version of the second half of Sound Ideas, SKID, CARTOON - BROKEN SKID from the Hanna-Barbera library.
