It's the whizz sound from Cartoon, Impact Rhythms: Comedy - Whizz, clong - 1967 (7A, reprocessed) from the BBC Sound Effects Library - Original Series CDs 61-166. It shouldn't be confused with CARTOON, WHISTLE - ZING WHISTLE, MEDIUM 04.
