This is a sound effect created by Cipha Sounds that originated on Hot 97 NYC sometime between 1990 and 1992, it sounds similar to, but shouldn't be confused with The Tom And Jerry Comedy Show Horn Yell Sound. It's also referred to as the "MLG Airhorn Sound" due to its common usage in many of the MLG Videos, as well as other videos on YouTube.
