As the founder and lead director of the United Kemonos of Neo-Japan, Sakura Kou is a small but greatly loved member of the Neo-Japanese government.
Life:
1986
Sakura is born. She would be born in Roghija, Neo-Japan and live there her entire life. She lived a calm and normal life.
2000
She joined the government of Neo-Japan and is put into a division she did not know was a branch of the Global Occult Coalition. Her purpose of hiring was to aid in the investigation into the Anti-Kemono Federation (Anti-Furry Coalition Neo-Japanese branch) and figure out where they came from.
2001
She would be brought before the Prime Minister of Neo-Japan and the heads of the government for an offer:
Sakura: "Greeting fine leaders. What do you need from me today?"
PM: "We got a offering. I read the report of the A.K.F. and I see they have ties to Robloxia and spread across the globe. What if there was a way to fight that? We received intel from the GOC and the Global Investigations and Justice Department about a newly formed group in Bloxanada known as Apolloyon Science Foundation. We would like for you to set up a link with them and build a group. Seems almost every country that is having issues with the A.K.F. are doing it.
Sakura: "Me? You want me to lead a new group?"
PM: "Indeed. You seem to be calm minded and the best pick we could have found."
Sakura: "I am honored and I accept."
She would form the group known as the United Kemonos of Neo-Japan. She would find some of Neo-Japan's most well-known kemonos to be directors of the new group. Nothing would be heard out of her for years after it until 2031.
2031
For the first time since she formed the group, she would have her group shown to Furry Headquarters and the directors of it. The directors would arrive by the authorization to leave the watch zone set up by the G.I.J.D. and be escorted to Kemono Tower in Zaibatsu by Director Autumn Fox of Apolloyon Science Foundation and Investigator Micha Snowy of the GOC. What would be expected as a normal peaceful meeting turned to upset and disaster when Furry Headquarters Director Night Wolf accidently stepped on her, breaking her neck and killing her instantly. All the directors heard was her shriek in sudden pain for a brief second. This would shock, horrify, and for a couple, anger the United Kemonos of Neo-Japan directors in which one of their directors would attack and knock Night Wolf out as to defend their directors.
She would be given a day later her funeral by the Neo-Japanese government in which the members of the Kemono Council and most members of The Furry Council would attend, with Arctic Fox apologizing to them. If he could, he can revive her.
July 19th
Arctic Fox was discussing with Night Wolf about the incident. Night Wolf suggested the use of Project Revival. Arctic Fox reminded Night Wolf that Project Revival usage needs authorization from the Global Investigation and Justice Corporation, until Night Wolf said that sometimes they have to break some rules when necessary.

[Arctic Fox]: "Night Wolf you stupid Kemono, why didn't you see her on the freaking ground?"
[Night Wolf]: "I didn't mean to get her killed Arctic Fox! I didn't see her!"
[Arctic Fox]: "Bastard! Now we need to get her revived using Project Revival. BUT SOMEONE doesn't allow us."
[Night Wolf]: "Fox, please... I didn't mean it!"
[Arctic Fox]: "I know you didn't mean it, but people are INSTIGATING us!"
[Night Wolf]: "We could try to revive her."
[Arctic Fox]: "Night Wolf, I told you we need authorization-"
[Night Wolf]: "You once said we should break some rules when necessary."
[Arctic Fox]: *Sigh* "...Fine, get the conventional model ready and get her body out of the morgue. Do not tell the GIJD and tell the Kemono Council to authorize it and to not, and for [CURSE WORD REDACTION] sakes to not rat us out."
[Night Wolf]: "Ok..."
July 20th
She was revived by Arctic Fox using Project Revival, and she then accidentally nearly pulled Arctic Fox's Protegent Visor off his face, because he was too close to her, until she then shouted.

Sakura's death would end up shocking the globe when the story was leaked about the incident. Several posts were made on Robloxia's social media sites attacking Night Wolf and expressing sadness for her. Some of the most well seen posts:

What happened to her was a tragedy. We plan to compensate them for the accident. Night Wolf is deeply saddened by what he did, I know he didn't mean it, I didn't mean it. The first time The Furry Council meets with their Kemono Council it ends in the death of one of their most loved directors. If I have a chance to revive her, I could tell them to remove her tombstone and her death report.

Awful, simply awful. I am married to one of the other directors and I see how they are crushed by Sakura's death. I'm trying to ease tensions because members of the Furry Anarchy Federation and the Furry Insurgency are planning a mass uprising against Furry Headquarters. This is raising the already angry feeling toward Furry Headquarters even more. I just hope the Mafia of Kemonobloxia don't show up.

Ok I have had it. I tried to be nice to Furry Headquarters, but they killed a director of the Global Investigations and Justice Department. Time for peace is gone. The time for action is now. Me seeing their fighting in The Furry War made me see how they can be overpowered. They should prepare now for the G.I.J.D.'s tanks belonging to the top groups to arrive on their front lawns. I don't care if the RSCP Foundation and Global Occult Coalition refuse to help. We will arrest the director responsible for this.

Sierra Karey, I know you may be mad for the Death of Sakura Kou, but we deem it to be an Accident. If we need to remind you again, Protocol dictated that Sub-Groups can only be charged when there is CLEAR sign of Foul Play, and investigations were that Night Wolf accidentally step on her.
Also, we don't care about our regulary approvals for Project Revival, due to a immediate Revival of Sakura Kou we need to avoid Approval and proceed with immediate revival.
Anyways, you can be counted as a Liability if you lay hands on a Government Officials.
