Robloxia Congress is a bicameral parliament that serves as the legislative body of Robloxia. It is divided into the Senate (upper house) and the House of Representatives (lower house).
Houses of Congress
Senate
The Senate is the upper house of Congress and is composed of 102 senators, two from each state of Robloxia. The apportionment of seats is not affected by population, and the Constitution prohibits the subtraction of seats from states so that no state is deprived of votes. Senate elections are held every ten years. Candidates are eligible to run for office at least 30 years of age. The Senate is always chaired by the Vice President of Robloxia, with Matthew Smith being the current president. In the event of a vacancy of a senator before the end of the Senate term, the governor of the state where the vacancy occurs appoints a temporary senator.
House of Representatives
The House of Representatives is the lower house of Congress and is made up of 873 representatives from all of Robloxia's states. Unlike the Senate, the seats in the House of Representatives for a given state are based on population, with the smallest states having one seat while Central Robloxia has eighty-four. Elections to the House of Representatives are held every five years. Candidates are only eligible to run for office from the age of 25. The Speaker is the leader of the House of Representatives, who is the highest-ranking person in Congress.
Legislative process
Each member of Congress has the legislative initiative. It is then considered by the appropriate committee, which can pass it on. In this case, the bill is voted on in the chamber in which the legislative initiative was used, and then, if it is passed, in the other. If two versions of the bill are passed, a special committee is established to make a unified version. Then the bill goes to the president, who can sign it, which means the bill becomes law. He can also use the right of veto, in which case the bill is not signed. Congress can overturn the presidential veto by a ~67% majority in both chambers. Then the bill becomes law despite the veto.
