Mega Man (aka Rockman in Neo-Japan or the "Blue Bomber" by Robloxians who make memes) is the name of Neo-Japan's federal mascot, he was introduced in the year of 1985 on a road safety PSA (which is basicaly obscure nowadays).
He was designed by a Neo-Japanese artist named Keiji Inafune and his friend, Akira Kitemura during their early college years and was originally created mid-1983 as part of a contest on what the next Neo-Japanese federal mascot would be.
In Robloxia
One day in 2002, Someone posted a post on a forum and said that they found this "awesome character" in their visit to Neo-Japan. One of the comments from this post said that they should call him "Mega Man" because the name "Rockman" sounded stupid and unoriginal, therefore giving birth to posts about him.
The posts became so popular that they also started nicknaming him “Blue Bomber” in memes because he looked like a bomber despite actually being a robot according to the brand guidelines.
In Neo-Japan...
The Neo-Japanese fanbase for this character is bizarre.
For one, the Neo-Japanese fanbase created a sister for Mega Man named Roll. They then created a brother for Mega Man named Proto Man and lore for him, even though he has no canon lore since he is the Neo-Japanese federal mascot. They even created a father for him named "Dr. Thomas Light".
One of the fans made a entire parody web series based on him.

- The Neo-Japanese fans have given him a real name, "Rock Light"; sometimes, they draw him without his helmet.
- He was originally designed to be popular with children, but later, he became popular with both children and adults (and the adult fanbase is much massive than the child fanbase).
- There is one company that likes to use him a lot, namely Ro-Capcom (though, they only occasionally use him since they need a license from the Neo-Japanese government)
- Akira Kitemura, the co-creator of Mega Man's character, was heavily involved in the fandom for the character for some particular reason.
- He has appeared in several educational manga created by the Neo-Japanese government.
- One of the brand guidelines of his character is to not depict him drinking water. However, this rule in particular has been broken numerously to the point where the Neo-Japanese government started to give Robloxians breaking this rule a 30,000,000 yen fine.
