It was originally an anime sound effect that was used in several early anime shows in the 1960's.. Later in 1986, This sound would later appeared in some other series in the 80's like Popples (1986 TV series), the 90's episode of Sesame Street, The Ren & Stimpy Show and others. This sound effect has been used from the 1980's to mid-2000's, It's not used as often in modern media yet. The last production to use this sound was New Looney Tunes.
