This sound effect can be found on Busted FX and Most Wanted, which was made by The Hollywood Edge. It's commonly referred to as "Old Puffer Pete's whistle", because the sound effect is mostly used as his whistle in the CGI-animated kids show, Chuggington.

Many believed that the whistle was sourced off Baldwin 3 Chime or Crosby 3 Chime from Tweetsie Railroad (East Tennessee & Western North Carolina) 12. However, It was unlikely that it was steam pressure rather than air. It was thought it was sourced of East Board Top 17 because It causing to squeal while blowing the whistle. However, It didn't came from #12 or #17.

It was unknown what type of air whistle was used for the recording. But it's possible that it came from a Japanese National Railway Air Whistle (AW-2) that was sourced off from JNR Class DD51. However, it’s unknown if it's true or not.
