This sound effect can be found on Cartoon Trax Volume 1, which was made by The Hollywood Edge. It was originally a Disney sound effect that debuted in their short cartoons in the 1940s, before The Hollywood Edge picked it up in 1992. It was also one of a handful of Disney sound effects later picked up sometime in the 1950s by Treg Brown for the Warner Bros. sound effects library (and subsequently used by studios that used the WB library extensively, like DePatie-Freleng and Bill Melendez Productions).
