This sound effect can be found on The Edge Edition Volume 1, which was made by The Hollywood Edge. It was originally released in 1965 as an Elektra Records effect, called "Steamship Blast". It is common belief that the horn was recorded from the MV Georgic (Or her sister, the MV Britannic) by Hal Johnson. However, the recording was done in 1965, while the Georgic was scrapped in 1956, and the Britannic in 1961. Apart from that, going off topic, they both were diesel ships, not steamers, meaning the only possible recordings were from the SS Independence, or her sister, the SS Constitution, as both were built in 1951 and were around at the time, and more proof to support this is their Leslie Tyfon 300-DVE and Kockums Tyfon 575-DVE steam horn combination, meaning that the iconic two-note horn were possibly, if not, positively recorded on either ship.
