This sound effect can be found on Cartoon Trax Volume 1, which was made by The Hollywood Edge. It is the same sound effect as CARTOON - SMACK, SPIN, WHIRL DOWN AND DING and CARTOON - WHIRL, SNAP, SPIN, SMACK, TWIRL AND DING (which has a whistle sound at the beginning) from the Hanna-Barbera and Warner Bros. sound effects libraries. It was originally a Disney sound effect that was debuted in a 1942 Donald Duck short film called "Donald Gets Drafted", before The Hollywood Edge picked it up in 1992.
