This sound effect can be found on Cartoon Trax Volume 2, which was made by The Hollywood Edge. It debuted in 1960 in Popeye the Sailor cartoons directed by Gene Deitch.
The second twirl was also released on the De Wolfe Classic Sound Effects Library in a lower pitch. A longer version of the 9th twirl can be found on the Robert Hall Productions library as the fourth sound on the track "Seven Electronic Space Sounds". These twirls were also included in another Robert Hall effect, "Cartoon or Gimmick Sounds".
