This is a rare sound effect used by Soyuzmultfilm. It was originally created by sound engineer Vladimir Kutuzov in 1977-1978 using a EMS Synthi 100 synth. This sound was debuted in animated short "The Sly Crow" (rus. Хитрая ворона). Later, it borrowed by Izrail Moyzhes for some of Kiyevnautchfilm cartoons.
