This is a rare sound effect used by Soyuzmultfilm. It was created by Georgy Martinuk. This sound was recorded in 1966 and debuted in "Superfluous People" short from theatrical "Fitil'" series. The sound effect usually used when someone falls.
This sound not to be confused with Tod Dockstader Jet Sound.
