This is a rare sound effect used by Mosfilm, Armenfilm and Odessa Film Studio. It was created by Victor Babushkin specially for Leonid Gaidai's comedy movie "The Twelve Chairs" (rus. 12 стульев). This sound was used for unexpected moments for comedy movies.
