This is a rare sound effect from USSR that creator is unknown. It was created during Perestroika period (starting from 1989) and after USSR's death and used by Georgian Film Studio and Soyuzmultfilm. Originally it was a Yamaha DX7 sound effect and this is high-pitched version of SCI FI - SINGLE ELECTRONIC CHIME RING It heavily used in videos and music montages for Russian "Сам Себе Режиссёр" TV show.
