This is a rare sound effect that can not be found on any (already known) sound effects library, and it is going to be placed in the Unknown Sound Effects Library. The sound effect was most likely created by HiT Asset Library. However, it's unknown if it's true.
The whistle can be heard from a Star Brass or Southern Pacific 5 Chime whistle that could have been recorded from the following locomotives: Union Pacific #4466, Grand Canyon Railway #29, SNCF 241a65, Santa Maria Valley #205, Southern Pacific 745 and a Chinese QJ locomotive.
