This is a rare sound effect used by Soyuzmultfilm. The sound was originally recorded in end of 1950s, possibly by Nikolai Prilutskiy or Georgy Martinuk. It possibly debuted in animated short "New Year's Journey" (rus. Новогоднее путешествие).
