Just like the first one is said that the whistle that is heard in this sound effect was the whistle of Great Western Railway "Kinlet Hall" Class steam locomotive #4936, nicknamed "Kinlet Hall". but #4936 was not in operation in 1989. this one is also commonly referred to as "Spencer's short whistle" from the (formerly) long-running British children's television series, Thomas & Friends.

there's other Engine of the 4900 "Hall" class that can be the actual origin of this whistle. it may be Great Western Railway #5972 "Olton Hall", since its whistle sounds more like the sound effect and is said that it was in service/operational in 1989 during its restoration period.
