This sound effect can be found on The General Series 6000 Sound Effects Library, which was made by Sound Ideas. It's commonly referred to as "Sir Handel's Series 10 whistle". The sound was sourced off from a steam tractor whistle. It sounds very similar to a train whistle from the miniature engine 1001 The Monarch albeit in a high pitch.
