This sound effect can be found on Burtis Bills' Sounds of The American West, which was made by The Hollywood Edge. Some believe that the whistle that is heard in this sound effect is the 5 chime whistle recorded from Grand Trunk Western 2-8-2 Mikado-type steam locomotive #4070.

However, recently it was actually found out to be from the McCloud River Railway Steam Locomotive #25. Because it has a bell that is not the same or identical to #4070, as #25’s bell is a swinging bell, while #4070’s bell is an air compressed bell.

To add to that, it’s also because an extended version of this was recently found on the SoundDogs website which is listed as "Trains, Steam Train, Steam Train Whistles Many Distant Doppler By Close Up By 526", and it can be found on the Soundelux Sound Library. However, both of their whistles sound nearly identical. This is likely the reason as to why some believed it was #4070, and some believed it was #25.

So this confirms that this track, along with the original recording, were recorded from #25, and not #4070.
