This sound effect can be found on Sound Designer Toolkit 1, which was made by The Hollywood Edge. It includes the echoed and processed variant of Space Lightning. It was originally and possibly an Skywalker Sound sound effect, probably created by either Ben Burtt and/or Gary Rydstrom, and perhaps debuted in Willow (1988), before the Hollywood Edge picked it up in 2000.
