This sound effect was made by Apple for its Macintosh systems. It was first introduced on Mac OS 7. It is featured on The Premiere Edition Volume 10 as Macintosh Ii BoingW PE1020302 and PE1020303. There are two versions of this sound that are used in media, the normal version and a high-pitched and sped-up edit.
