This is a rare sound effect created for a comedic Windows 98 PowerPoint slide known as "How to identify a mad cow". It is not known who really created the sound, as several sources state that a man named Lenny Burns created it, while several other sources state that an Irishman by the name of Anthony Currivan created it.
The sound effect itself, provided by either voice, is made up of two sound effects - the first sound being a single ordinary moo, and the second being multiple hysterical moos and laughter.
