This is a slide whistle effect that made its debut in the 1960s, being used in projects that used the Gordon Zahler sound library (although it's unknown if it was originally recorded specifically for this library). It wasn't released as part of the Valentino Production Sound Effects Library, unlike other cartoon/comedy sounds from the Zahler library, but it later re-appeared on a currently unknown sound effects library that was released in the late 1980s.
