This is a rare sound effect used by Soyuzmultfilm. This sound made a debut in animated short "The Tale Is Told" (rus. Сказка сказывается), and is a slowed down version of the "doying" from Sound Ideas, Cartoon, Impact Rhythms: Comedy - Whoosh, bing, bang, doying - 1967 (7A, reprocessed), originally a BBC effect.
The sound effect usually used when someone shoots with bow. The sound not to be confused with Georgy Martinuk Synth Falling Down mixed with Soyuzmultfilm Twang 01, which came from 1st episode of Well, Just You Wait!.
