This sound effect can be found on the Universal Studios Sound Effects Library, which was made by Sound Ideas. This (along with 02, 03, 04, and 05) was an excerpt of Valentino Cougar which can be found on Sound Effects Volume 14. It's also used for Bowser in certain Mario games.
