This is a Chuck Jones/SIB Tower 12 sound effect. It was later picked up by Sam Horta for his Horta Editorial & Sound post-production company and used sporadically in their projects in the 80s and 90s. Originally it was a Bob Clampett Productions/Snowball, Inc. sound effect.
