This is a sound effect created by Stephen Hillenburg for SpongeBob SquarePants with his ukulele among the various pluck sounds for the show, and used mainly by Jeff Hutchins and Tom Syslo. It was also heard in other Nickelodeon and Cartoon Network shows, as well as Ross Bollinger's Pencilmation cartoons and YouTube videos. There's an alternate take that's slower too.
