The People's Republic of Luobu (Simplified Luobese: 罗布勒斯) (Traditional Luobese: 羅布勒斯) [Full name: People's Republic of Luóbùlè sī or Luobu, often shortened to Luobu] is a country in East Baoji. Luobu was founded in October 1, 1949, alongside the official release of an obstacle course area themed on Nezha. Prior to July 13, 2021, robloxians are free to develop on their land. Its demonym is Nezho or Luobese.

According to their government website, the country will focus heavily on collaborations with schools and educators, and it is touted as a potential educational country for science, technology, engineering and mathematics (STEM) students. After July 13, 2021, Luobu asked the government to create an account on a Luobese video-sharing website similar to Bloxtube, where development live-streams and contests are hosted.

Differences from Robloxia

  • Robloxians not born on Luobu do not have permissions to go to Luobu-owned areas.
  • Robloxians born on Luobu are initially named "Robloxian". To distinguish between Robloxians, there exists a distinguishing method called a "Social Security String" or (SSS), which is simply nine random lowercase letters and numbers. Surprisingly, they can be seen in various videos unsuppressed on Luobu. However, when a Robloxian searches for a Robloxian born in Luobu on the Robloxia government's database, it will not appear.
  • Robloxians born on Luobu wanting a more typical name can change their name to Luobese text in LuoBu.
  • Luobu has their own Mayor Forum, which essentially is similar to Robloxia.
  • Robux originating from Luobu are unable to be spent in Robloxia's avatar shops but are able to be spent on permits.

History

Background and Founding

The alliance with Tencent, the government of Luobu that began in 2019, is centered on a joint venture in which Robloxia owns a 51 percent controlling stake and a national affiliate in Luobu, owns a 49 percent stake. According to the prospectus, Tencent currently intends to govern a localized version of Robloxia, a country that allows citizens to create their own cities as well as visit those created by others.

According to the two analysts, because Tencent has a large backlog of games awaiting release, Luobu remained optimistic about their nation's potential in the nation. “In a scenario where Luobu maintains a population of 10 million in its first year, net bookings from Luobu could eclipse R$200 billion” they wrote.

The nation's approval in Luobu comes on the heels of Robloxia's filing for a stock corporate index. Robloxia aims to raise R$400 billion and is expected to release its stock corporate index later this month.

Robloxia's popularity among young Robloxians is due in part to citizen-generated content, but the social aspect almost certainly makes its entry into Luobu more difficult. It is widely assumed that Luobu's government is asserting greater control over what is in their country, and its scrutiny of country content has recently increased. An industry veteran speculated that universes with citizen-generated content would “never made [their] path to Luobu,”. Industry veterans even managed to cite the Animal Crossing universe.

The educational version of Robloxia was one of 42 approvals made by Luobu's regulators, which is still working through a backlog after freezing approvals in 2018 ahead of restructuring its processes. Robloxia and Luobu's government, with Luobu Association for Educational Technology (LAET), seeks for applications from Robloxian mayors aged 10 to 15. Teachers will be encouraged to nominate their students, who will be able to apply online at Robloxia's government site. The deadline for submissions is June 14, and scholarship recipients will be notified on June 28. It is unclear what steps Robloxia will take to ensure that its citizen-generated content does not run afoul of Luobu authorities, whose appetite for what is permissible can be volatile. The government of Luobu has been targeted by regulators for allegedly “addictive” and “harmful” content. It also remains to be seen how Robloxia ensures that whatever censorship system is implemented does not jeopardize the citizen experience.

Compliance

At the most basic level, Robloxia claims it works to ensure citizen safety through measures designed “to enforce laws,” including text-suppressing, content moderation, automated systems to identify behaviors in violation of national policy, and a review team. The nation expresses in its filing optimism about getting Luobu's regulatory greenlight.

Robloxia is rightfully optimistic. Robloxia’s focus on encouraging “creativity” could sit well with the capital's call for tech-based countries to “do good,” an order the government of Luobu has answered. Robloxia's government website in the country suggests it's touting part of its business as a learning and STEM tool and shows it's seeking collaborations with local schools and educators.

There might be an easier path into Luobu. Robloxia's general manager for Luobu-listed areas told NationalCrunch that “Luobu may only introduce the nation to their mayors, asking them to visit and make content for the Roblox market, not necessarily bringing the nation to Luobu under such heavy regulations.”.

Redeclaration of Independence

On June 7, 2021, a call was made on the Mayor Forum of Luobu for experiences willing to add provided decorations to celebrate the upcoming redeclaration of independence. There was also an additional competition for certain areas to be added upon the deceleration of independence for incorporating said decorations as part of the Declaration of Independence. (Called Kāiqǐ Luóbùlèsī wúxiàn shìjiè in Luobu).

Areas using these assets were later featured on a news post and incorporated into a highlighted sort. "The Nezha’s Devil Boy Descends Into the World" sub-event was part of the Declaration of Independence.

Between July 13, 2021, and August 3, 2021 (Luobu's time zone), weekly waves of celebration accessories were released in the Avatar Shop to promote the redeclaration of independence, available for both users of the nation. On some date in 2022, the People's Republic of Luobu ceased becoming an ally of Robloxia and became an ally of the Federation of Tovokia, which benefited it as it returned to its 2018 glory. It now has a powerful army and a powerful economy. It is unknown whether the People's Republic of Luobu would ever ally with Robloxia ever again.

Miscellaneous Events

  • Around July 21, 2021, Robloxians that built in the country within a few weeks before had their citizenships converted to Roblox-Luobu citizens. Robloxia then passed a controversial law. This law counterfeited their Robux, disallowed them to be allies with Robloxia citizens, and prevented them from getting occupations. On July 22, 2021 (many Robloxians believe this occurred on July 29, 2021), Robloxia blocked all non-Luobu citizens from getting any Luobu citizenships, preventing any further citizens from being affected. A few weeks later, all affected accounts were reverted into Robloxians and the law was repealed. Robloxia never made a statement on this incident, but Luobu's government made an announcement presumably related to the incident in their Mayor Forum.
  • On July 31, 2021, an oversight was revealed that allowed Robloxians to have names resembling citizens of Luobu-Robloxians without being one. On August 18, 2021, Robloxians were no longer allowed to do this, as it is a "bad request". This also made sure Luobu-Robloxians can only have names resembling themselves. However, Robloxians who changed their names to have names similar to Luobu-Robloxians before August 18th kept their names, even on Robloxia.
