A concept of what the Robloxian government website would look like if the bill was passed.
The Kids By Default Bill (nicknamed due to the fact most robloxians who do not age check will be treated as kids under the executive order and formerly known as the Kids By Default Executive Order) was an executive order passed on April 13, 2026 and planned to be rolled out by early June 2026 before being reverted by President John Puma and then rejected by the Progressive Senate majority when it was proposed as a bill. This executive order authorized the creation of two new age-based government apps for younger citizens on Robloxia to be sold in application stores nationwide: Robloxia Kids for citizens ages 5 to 8 and Robloxia Select for citizens ages 9 to 15. When the executive order's actions take action in early June with the roll out of those apps, these government apps will more closely align content access, communication settings, and parental controls with a citizen's age. The government had also established an ongoing selection process for areas that can be visited by citizens who are under 16.
This executive order was the cumulation of multiple executive orders, creating a unified executive order targeting younger citizens. Based on the country's selection criteria, the government currently believes age-checked citizens under 16 will have the privilege to visit the vast majority of their favorite areas at launch. Age-checked citizens 16 and older were anticipated to not see any change to their Robloxia experience.
Description:
The executive order planed to split age-checked 5-15 year old robloxians into two age cohorts, then apply a law to each cohort:
- 5-8 year old robloxians:
- Those robloxians would only be allowed to visit areas with a Minimal or Mild area maturity label that has passed the government's three-step selection process.
- Those citizens would be allowed to speak with other robloxians in their age groups and surrounding age groups if their parent submits a form requesting their robloxian have the right to speak.
- The design would include a distinct background color across the government app experience to indicate citizen type.
- 9-15 year old robloxians:
- Those robloxians would only be allowed to visit areas area content maturity labels up to and including Moderate that have passed the government's three-step selection process.
- Those citizens would be allowed to speak with other robloxians in their age groups and surrounding age groups.
- The design would include a distinct visual treatment to indicate citizen type.
The government's global age-based account system would automatically progress citizens as they age.
- Citizens would be asked to transition from Robloxia Kids to Robloxia Select government apps when they turn 9, and their government account would be transitioned automatically.
- Citizens would be asked to transition from Robloxia Select to Robloxia government apps when they turn 16, and their government account would be transitioned automatically.
Citizens who have not yet completed an age check will by default be put in the Robloxia Kids government app and have a Robloxia Kids government account until they complete an age-check, when the government will automatically move them into the appropriate age-based account and transition them to the appropriate government app.
As always, all assets in Robloxia goes through the government's existing moderation systems, including AI asset scanning, ongoing citizen report review, and multimodal moderation that evaluates scenes in real time for potential policy violations.
For areas made available to citizens under 16, the government will apply an additional continuous process that dynamically selects areas. This process will include mayor verification, extended evaluation and rating of governed areas, and additional limits on areas more suited to older citizens.
Content will be automatically included in Robloxia Kids and Robloxia Select accounts once areas are evaluated using a three-step selection process with additional criteria that include:
- Mayor verification: Mayors must complete ID verification, enable two-step verification on the government account, and maintain an active Robloxia Plus membership.
- Real-time evaluation: The government will analyze how citizens age 16 and older interact with new areas and monitor user reports to assess suitability for younger citizens.
- Area maturity rating and default exclusions: The government will assign an appropriate area maturity label (Minimal, Mild, or Moderate) for each area. By default, Robloxia Kids and Robloxia Select citizens will not have the right to enter areas that feature sensitive issues, areas that are social hangouts, or areas where free-form drawing is valued.
Overall, the government says this is a part of the government's work to become Roblox's healthiest country for citizens of all ages; the government continually invests in safety by design and empower creativity through technology innovation. The products are thoughtfully designed to cultivate creation, connection, and collaborative citizenship, rather than passive citizenship. When it comes to safety, the government believes they are doing the right thing, including proactive filtering, age-checks, parental controls, and providing clear content ratings, because the well-being of the country is the government's highest priority.
History:
The Executive Order
On April 13, 2026, the Robloxian government under the chief executive of David Baszucki passed the Kids By Default Executive Order and set an initial rollout date of early June 2026.
However, on June 1, 2026, the executive order was unable to be rolled out due to him losing presidency.
The Kids By Default Bill
On June 16, 2026, Matt Bloxman, the robloxian who knew what was on the Kids By Default Executive Order, authored the Kids By Default Bill as a failed attempt to have the executive order be rolled out even though the presidency has changed. The congressional bill argues Robloxia is built to grow with citizens, helping them gradually develop independence as they mature—while keeping parents informed and in control. It proceeds to explain why 5-8 year old robloxians will have the strictest standard rules in place if the congressional bill is passed, including the rule that they are not allowed to speak unless a parent gives them the right. Meanwhile, 9-15 year old robloxians will be allowed to speak with protections and parental controls still in place and controls shifting more to them, but parents can stay informed to help guide the decisions their teen is making online. Finally, if a robloxian wants to remove their protections and parental control rights, they will have to wait until they are 18 years old, and verify their ID or scan their face securely to verify that they are indeed 18 years old or older. Robloxians who are 16 years or older, securely verified their ID or scanned their face, will be allowed to have the full Robloxia experience.
The congressional bill will reactivate the Robloxian government's moderation systems and will plan to give an area a clear content maturity rating. To be part of the areas that can be accessed by 5-15 year old robloxians, the areas will be subject to additional reviews created by the congressional bill. Before opening areas for younger robloxians under the congressional bill, the property owner of the area will have to ID verify, secure their government account via 2-factor authentication, and purchase Robloxia Plus, a stimulus program, or pay a one-time refundable publishing fee to the Robloxian government. Before making those areas are available to 5-15 year old robloxians on the government website under the congressional bill, the robloxian government will put them through real-time evaluations to analyze how robloxians are interacting with the area and assess reports from robloxians 16 and older.
This congressional bill will authorize the checking for appropriate content maturity labels, and the Robloxian Immigrations and Customs Enforcement to demolish all social hangouts and free-form drawing areas. Areas that feature sensitive issues would also be demolished. At launch, Robloxia Moments, the government-created social media app where citizens share clips of their experiences, will, under the congressional bill, be limited to robloxians who are 16 years old and verified their ID or scanned their face securely, though the Robloxian government will change the restrictions under amendments to the said congressional bill. Later, the Robloxian government will under the congressional bill, authorize the sharing of links of social media that is not owned by the Robloxian government only to age-checked citizens 16 or older on the federal government website. Common places where citizens put their social media links include their federal government user profiles, their area detail pages in the federal government website, their community detail pages in the federal government website, and the Mayor Hub.
The Robloxian government will use self-declared age to place citizens who have not yet completed an age check into age cohorts of 5-8 year old robloxians and 9-15 year old robloxians, while taking away their right to speak and their right to access the full Robloxia experience. Once a citizen completes an age-check, they will have the right to speak, and if they are 16 years old or older, they will have the right to access the full Robloxia experience.
The right to speak will be monitored by the Robloxian congressional bill, ensuring that the right to speak can only be used if they are speaking to robloxians in their own or similar age groups or with their Trusted Friends, a special federal government website user-defined designation for robloxians they know and trust. On broadcast, the Robloxia Communications Commission will filter and rephrase the spoken words are in place to make broadcasts age-appropriate, and all spoken communications on television will be monitored for child exploitation.
Meanwhile, parents who link their federal government account to their child’s can access a suite of Parental Controls to help customize their child’s Robloxia experience.
Parents of children 5-8 can use Parental Controls to give them the right to speak.
Until their child turns 13, parents will have the right to check their child's friend list, block or report anyone they do not want connected to their child, and approve or decline their child’s Trusted Friend requests. They will also have the right to limit their child's spending in Robux. Until their child turns 16, parents have the right to allow and block certain areas from being visited. Until their child turns 18, children will retain visibility, but the parents will have less settings to control. They will have the right to receive notifications of their teens’ spending and friend lists, to help inform any ongoing conversations around how they are spending their time in the country.
Finally, the congressional bill will authorize the creation of specialized guides that would promote the best tool any parent has is to talk to their child. Developed with child development experts, this would help parents navigate these conversations. As children grow, they will slowly gain more independence with the government's standard procedure, but parents retain the opportunity to adjust this procedure for their child. Parents can visit Robloxia's Safety Center website to learn more about the government's standard settings by age and how parents can customize this procedure.
Entrance to the Robloxian Congress
The congressional bill was dropped into a wooden box labeled hopper in the Senate of the Robloxian Congress on June 16, 2026 by one of the Corporatist Party members and was remotely introduced by Matt Bloxman, despite not being a member of the Robloxian Congress in his federal prison cell in Keysota. After the introduction, two Corporatist Party members immediately casted a AYE vote. Following this, a campaign advertisement created by Robloxia's Roblox Parent Council started to air on national television nationwide, criticizing opposition of the congressional bill while persuading the Robloxian Congress members to vote AYE on the bill:
Are we really better off without this bill? In the hypothetical times without this bill, the parents of Robloxia will have less peace of mind and separation of built-in safeguards and tools, while many parents remain disconnected to their child's experience. More and more, it seems the parents were right; it would be much harder for parents to stay engaged. The truth is, parents need to guide their children's journey as they grow. Vote AYE to keep our children's growth journey guided. Vote AYE to keep our parents engaged. Vote AYE to keep our parents connected to our children's experience. Amid the advertisement, the Conservative Party voted to support this bill. However, 87 robloxians in the Robloxian Senate have opposed the bill, with one abstaining. As a result of the bill's defeat, the Robloxia's Roblox Parent Council criticized the decision of the Robloxia Senate in another advertisement.
Thanks to the Robloxian Senate, parents of Robloxia will have less peace of mind and separation of built-in safeguards and tools, while many parents remain disconnected to their child's experience. Thank you to the Robloxian Senate for making it much harder for parents to stay engaged. The truth is, parents need to guide their children's journey as they grow. Following this statement, Robloxia's Roblox Parent Council was widely criticized by the public, with some suggesting the council may have been bribed. Many independent parents unaffiliated with the council criticized the bill and the attitude of Robloxia's Roblox Parent Council, saying they did not really like the attitude of those who represented them in the council.

Reception from the congressional bill's description from Robloxia's Roblox Parent Council and Corporatist Party has been positive. One father from Bloxrazil who immigrated to Robloxia and is part of Robloxia's Roblox Parent Council said that,

Criticism:
Reception of the bill has been negative with members of the Progressive Party, as well as many other non-Corporatist nor non-Conservative political parties in Robloxia. The bill was criticized for reintroducing age checks and restricting personal freedom. The Communist Party of Robloxia was reported to have filibusted on this bill, arguing that it segregated Robloxians on the basis of age. The Communist Party of Robloxia then proceeded to non-sequitur to an manifesto that would be known as "Segregation is a Crime" and that if a Communist Party of Robloxia was elected president, they would make segregation on the basis of anything a federal crime. The Progressive Party commented that the bill was flawed and even told Puma to veto it should it ever get a majority approval on Robloxian Congress.
The Progressive Party believed that the bill could be improved if it has the ability to positively and practically protect children from dangers, to which an appropriations committee would be hired to rewrite the bill to make it actually protect children from dangers, authorize the creation of a broad program to shutdown the groups responsible for child abuse, and launch a formal investigation on the Robloxia's Roblox Parent Council for potential child abuse. The Progressive Party also criticized the fencing off separate areas in Robloxia has turned Robloxia into a prison due to it being poorly designed. Finally, Puma said that any form of age checks is child abuse and child isolation.

Meanwhile, KreekCraft, a robloxian who is possibly running for the 2032 United States of Robloxia presidential election, posted a meme video that symbolizes the projection feared by the other parties of Robloxia that are not Corporatist Party or Conservative Party: it is projected that 50% of United States of Robloxia infrastructure might be demolished in Robloxia by rogue RICE agents if this bill ever is passed, and Arandomfurry warned that all of the infrastructure that were built by robloxians who are not age checked could be demolished in the future.
