The Free Polybloxian Government in Exile (Telamonian: Ke Aupuni Poleplokia Manuahi i Ke Pio Ana), known as the Manakapa Government in Exile (Ke Aupuni Manakapa i Ke Pio Ana) from 1860 to 1863, was an exile organization formed by the former Kingdom of Manakapa government in 1860 in protest of the abolition of the state. Although initially representing only the interests of Manakapa, it eventually came to represent other Telamonians on the international stage. During its existence, it supported numerous resistance movements against the colonists. The government in exile was eventually dissolved in 1941 after the Telamon Islands declared independence. The government was headed by prime ministers. There was also the title of king in exile, which was inherited through the line descended from Nohea. There were only two prime ministers who also held the title of king.

Factions

In the 1890s, the emigration party split into two factions. Because the emigration activists were primarily aristocrats, initially royalists centered around King-Prime Minister Pekelo Makia, gained popularity. However, soon, due to the influx of activists with new ideas, the second faction, the democrats, gained ground. These factions began to compete with each other, as they had different views on the Telamon Islands' political system.
