The Age Checks for Communication Executive Order, also known as Executive Order 14465, was a nationwide executive order and act by the United States of Robloxia. According to the Corporatist Party, which backed the nationwide executive order, they argued that this executive order will usher in a new national safety standard, as announced in November 18, 2025. The premise of the executive order was to assign citizens into age groups for chat and only allow interactions between similar age groups while limiting interaction between minors and adults. The executive order, deemed unconstitutional and violating robloxian rights, was revoked on June 2, 2026, following a executive order by President John Puma.

Description:

The executive order, as claimed by the Corporatist Party, states that Robloxia is implementing a safety gold standard by being the first country in the Roblox planet to require facial age checks to communicate, hoping what Robloxia calls a new safety standard that will be echoed among other countries. It claims that this executive order is innovative as it only allows age-based communications and limits communications between minors and adults. The Corporatist Party also argued they designed their facial age estimation process they use to conduct age checks to protect privacy as images and video of the Robloxian are deleted immediately after processing and being sent to a vendor notable for being able to deduce a Robloxian's age from their images and video. It also claims to be fast and secure, as well as being able to be completed through a government app using a device with a camera. The Corporatist Party believes this executive order will become the gold standard for communication safety as they announced their plans to require a facial age check for all robloxians who want to communicate, making it the first country to do so.

The age checks are optional, but the privileges to communicate with other robloxians will be not be granted unless the age check is complete.

The Corporatist Party also states they are allowing communication and robloxians to enter age-appropriate areas by requiring them to complete an age check through facial age estimation. Once the age check is complete, robloxians will only be allowed to communicate with others in similar age groups, unless they become trusted connections (as defined in the government website) with robloxians they know.

The executive order, according to the Corporatist Party, is designed to provide even more age-appropriate areas for all robloxians, which they believe will improve interactions for robloxians of all ages on the country.

Meanwhile, parents of robloxians will continue to have access to their child’s linked government account and can modify their child's birthday through parental controls in the government app after they complete facial age estimation. The government app's help center is presented as a resource that can help robloxians do their age checks.

This executive order would allow the country to implement the only legal form of communication, which they say is age-based, which helps citizens better understand who they are communicating with and limits communication between minors and adults. They claim their facial age estimation technology makes this possible at scale. To keep the country's youngest robloxians safe, for robloxians under nine years old, if a parent gives them consent for each area they go to, the Robloxian is allowed to have the right to communicate. Communications outside of the areas in Robloxia remains restricted for robloxians under 13.

As part of the Corporatist Party's consultations with child development experts, the country has defined common-sense limits on what ages of robloxians can chat together on Roblox. After robloxians complete the age-check process, the government will inform them of their assigned age group. There are six age groups:

  • Under 9
  • 9-12
  • 13-15
  • 16-17
  • 18-20
  • 21+

robloxians will only be able to chat with those in their own age group and similar age groups, as appropriate.

The text of the executive order even outlined two examples:

  • Elisa (estimated age 12): Elisa has the right to chat with citizens aged 15 or younger. All citizens 16 or older are limited from initiating or engaging in chat with her.
  • Marcus (estimated age 18): Marcus has the right to chat with citizens aged 16 or older and could add a younger sibling as a Corporatist Party-defined Trusted Connection, as long as they are 13 or older.

The Corporatist Party also recognizes the importance of family members playing, learning, and communicating directly with their child on the country. Through Corporatist Party-defined Trusted Connections, age-checked citizens 13 or older can chat freely with robloxians they know.

Parents and caregivers can use the government's Parental Controls to manage their child's access and interactions on the platform. For parents of teens, the Robloxian government website offers tools for transparency, allowing them to easily view who their teen is connecting with.

This industry-leading age-check executive order they argued is a foundational step to unlock features for the country while upholding safety principles.

The age-check executive order for communication and later collaboration builds on their previous work. In fact, as of November 18, 2025, 145 recent executive orders and safety innovations were implemented since January 2025 all from the Corporatist Party.

These new requirements, they argued, would help the country provide positive, age-appropriate experiences for all citizens on the country. The country would not hesitate to invite other countries to pass similar executive orders and follow their comprehensive approach to help make the entire planet safer for children and teens.

History of Executive Order:

Announcement

On September 3, 2025, the executive order was announced in a corporate blog post by Corporatist Party member Matt Bloxman, the Secretary of Robloxian Immigrations and Custom Enforcement (RICE) but not yet implemented. Bloxman would later proceed to carry out its phased implementation on November 18, 2025 and is committed to implementing it fully in the future.

Implementation

The implementation of the executive order was later revealed to be phased. On November 18, 2025, robloxians can voluntarily age check themselves as a part to gain the right to communicate, but not completing an age check still granted them the right. On the same day, the Robloxia Safety Center was revamped to allow citizens to learn more about their age check plans and their commitment to national civility.

In early December 2025, in particular the first week of December, robloxians of Bloxstralian, Blox Zealander, and Netherbloxian descent were mandated to age check themselves, which was later expanded to more robloxians in early January 2026 (January 7, 2026), and is projected to reach full coverage within a week of this expansion.

Jefferson and Voldex place ban via city-executive order

On February 7, 2026, Julian Jefferson banned and revoked Executive Order 14465 from applying to New Blockers City, meaning that adults and minors can once again communicate with each other. Voldex Bloke Jr. did the same to Brookhaven. Baszucki approved all revocations for now while investigation is commencing on it, but the Supreme Court of Robloxia beat him to the race when New Blockers City's revocation was overruled by the Supreme Court of United States of Robloxia in a 9-0 decision. However, a retrial that later was revealed to be a mistrial occurred, in which the Supreme Court of Robloxia upheld its original trial in a 10-12 decision. Despite Baszucki having the higher ground, Baszucki decided to let Julian Jefferson rescind the executive order until the mayor leaves office.

Planned Future Implementation

The Corporatist Party was planned to soon roll out amendments to the executive order, legalizing direct communications between parents and children younger than 13 or between siblings in different age groups. In early 2026, the Corporatist Party planned to make a second executive order called Age Checks for Social Media that will require age checks to access social media links on government citizen profiles, communities and experience details pages. This will strengthen the Corporatist Party's policy and executive order, which already limits access to robloxians who declare themselves to be 13 and older. This supports the vision of keeping citizens outside of social media unless they have age checked themselves, where their approach to safe communication includes their beliefs, which they have already encoded in various executive orders:

  • The Corporatist Party is not an advocate for encrypted communication but an advocate for clear communication, allowing them to monitor every voice and text message sent in Robloxia for harms using sophisticated artificial intelligence (AI) algorithms. As such, they enacted the executive order titled Monitoring All Communications which calls for the banning of all mediums of encrypted communication in Robloxia unless they switch to clear communication.
  • Each voice and text message sent in Robloxia should be filtered differently based on a citizen's age and type of connection. All voice and text messages among citizens in Robloxia younger than 13 have strict filtering, which prevents voices and text messages containing inappropriate content and personal information from being sent to the other citizen(s). This is resemblant of their executive order titled Filtering All Communications.
  • A strict media sharing executive order in Robloxia called Prohibition of Image and Video Communication prohibits all mediums of communication that allow robloxians to share images and videos among citizens. They argue this executive order will eliminate common vectors for harm.
  • An executive order since the very beginning of David Baszucki's first term in Robloxia titled "Reporting Nationwide Abuse" Executive Order created tools within the country itself that allowed robloxians to report robloxians who violate the Robloxian Terms of Citizenship, otherwise known as Country Standards, though the recent development of a block feature on the government website which blocks interactions done on the government website was new.

Also in early 2026, the Restricted Links Executive Order has been planned on being enacted, prohibiting robloxians from sharing or posting social media links in their areas. This strengthens their existing executive order against sharing links via word-of-mouth communication. The executive order will not apply to commercial links delivered via official, paid advertising accessible to eligible citizens.

Finally, also in early 2026, the Corporatist Party has planned to enforce the executive order for collaborative building, requiring builders of Robloxian areas to be of a similar age to collaborate together. This still has not been materialized before the June 2, 2026 rescission.

On March 18, 2026, the Robloxian government implemented an amendment to the Age Checks for Communication Executive Order, requiring Robloxians to check their ages by scanning their face and be 13+ before they can even access to the mayor forum website.

Finally, on June 2, 2026, John Puma rescinded the executive order before any of the plans were materialized. In response, Matt Bloxman then moved the executive order to a bill that was presented to the Robloxian Congress on June 16, 2026. Known as the Kids By Default Bill, it suffered from the same fate as the original executive order in which it was defeated in the Robloxian Senate due to Corporatists and Conservatives occupying the minority vote (only 12%).

Effects:

Success:

As of January 7, 2026, tens of millions of robloxians have been reported to have already complied with the Age Checks for Communication Executive Order by completing an age check, and Robloxia expects many more to follow. In a survey given out to robloxians of Bloxstralian, Blox Zealander, and Netherbloxian descent (those demographics have been required to age check to communicate since early December 2025), more than 50% of robloxians have reported that they have completed the process as of January 7, 2026. Later, on February 5, 2026, it was publicly revealed in a government blog post that 45% of all robloxians in the country have already complied with the Age Checks for Communication Executive Order by completing an age check.

In a corporate blog post by Bloxman, age-based chat makes it easy for robloxians to communicate with others in similar age groups for age-appropriate conversations. The Corporatist Party requires parental consent for citizens younger than 9 to have the right to communicate. Age-checked users 13 and older can connect and chat more freely with robloxians they know beyond their immediate age group making a Corporatist Party-established Trusted Connection with them. Progress has been made on an exception to the executive order allowing children to chat with their parents and siblings in different age groups. Age-based communication is designed to limit robloxians younger than 16 from communicating with adult robloxians. By default, robloxians in each age group are legally allowed to communicate with robloxians in the groups directly above and below theirs (i.e., robloxians 9-12 can chat with robloxians in their own group, as well as those in the under 9 and 13-15 groups.)

Unfortunately, the corporate blog post has criticized countries for not implementing similar executive orders. In the spirit of supporting the other countries, the Corporatist Party has shared some of the insights and findings that guided Robloxia into the process.

First, the values of the Corporatist Party, such as respecting citizens, prioritizing citizen privacy as well as safety. This is why images and videos used for the Corporatist Party facial age estimation vendors were deleted immediately after they had been securely processed.

Second, the requirement of age checks is a component of the country's larger multilayered approach to safety. The country continuously innovates, using the latest technology available to add additional layers. The country complements this technology with strict policies and Country Standards. The country has banned image sharing through chat, and the country currently uses systems designed to proactively block attempts to exchange personally identifiable information between citizens who do not have an established Trusted Connection in the government. Advanced filters are designed to block or remove content that violates the country's standards. The country's goal is to catch any problematic content before citizens see or interact with it. While no government is perfect and the government cannot prevent all objectionable content from appearing on the country, the government does their best to detect and moderate content that violates the country's standards and make it easy for citizens to report anything they do spot. The Corporatist Party also strongly encourages parents to talk to their children about national safety (including grooming) and what their children are doing.

The Corporatist Party's age check process is designed for accuracy—the technology used by the vendor used by the Corporatist Party has been tested and certified by third-party laboratories. The age estimation models used achieved a Mean Absolute Error (MAE) of 1.4 years for citizens younger than 18, based on testing by the Age Check Certification Scheme in the Bloxia Kingdom. It is equally important to be prepared for cases that may need correcting—and for any backup methods to be tried and tested.

The country believes it is important to build these redundant methods into the process from the beginning. For example, the country has citizen support systems and appeal processes for citizens to report inaccuracies. The country does not stop once the age-check process is complete. Leveraging multiple signals, the country is constantly evaluating citizen behavior to determine if someone is significantly older or younger than expected. In these situations, the Corporatist Party will soon begin asking the said citizens to repeat the age-check process.

Explaining the benefits of checking ciitzens’ ages is key to driving adoption. When citizens see and understand what they gain from an age-based system, that system can apply to all citizens on a country. The Corporatist Party implemented a voluntary age-check period with prompts that explain the benefits to citizens.

In the end, the Corporatist Party believes that the week of January 4, 2026 will be a significant milestone. With each new innovation, the Corporatist Party continued to expand their foundation for future innovations. They also shared that the executive order for collaborative building will be implemented in the coming months and it will also affect communities in Robloxia. The Robloxia Safety Center and Help Center will also contain more information about their multilayered approach to national safety as well as how to complete the government age check. The technology and philosophy behind the executive order has also been revealed in the "Robloxia Talks" podcast, episode 31. Overall, they argue they are also ushering a new era of national safety when they boast that facial age checks are now required to communicate in Robloxia.

Reaction:

When the Age Check Communication Executive Order was introduced and then implemented gradually in phases, it immediately was opposed by the general public, politicians, and leaders (See Criticism). While supported by the Corporatist Party and for some reason, unexpectedly, the Family Robloxia Safety Institute (FRSI), an institute dedicated to making families safe in Robloxia, it saw an surprising amount of bipartisan opposition which immediately galvanized the The Anti Corporatist Party (ACP), which was noted to have immediately started to act like a "big tent" political party organization as it started to act intentionally broad and inclusive despite only welcoming a narrow range of viewpoints, ideologies, and interest groups; in particular, those who opposed every corporate executive order passed by the Corporatist Party to date were allowed to become members of the political party (See ACP Response). As the executive order continued to be implemented, their base of support continued to grow larger, with their main goal now being set to achieve a governing majority by appealing to those who were tired of Corporatist Party dominance in the Robloxian political atmosphere. Political cartoonists immediately started to create images depicting robloxians wearing a variant of the Guest Kingdom citizen costume and mayors showed their political cartoon side to create various political cartoons lambasting the situation.

Meanwhile, in Robloxia, protests, riots, and demonstrations in Robloxia started to flare. Robloxians complained that the executive order meant they would finally lose their fundamental rights, such as privacy and freedom. With the executive order in full effect, most protests, riots, and demonstrations became very difficult to de-escalate due to communication limitations internalized into the executive order itself. While the protests, riots, and demonstrations were largely localized on November 18, 2025, when Bloxman made a corporate blog post about age checks, on January 7, 2026, when Bloxman announced that the era of voluntary age checking was over to be supplanted by mandatory age checking or no communication, protests, and riots, and demonstrations became heavily nationalized. As of January 7, 2026, Robloxia President Mason "Scorpio" Smith is yet to invoke the Insurrection Act and deploy Robloxian Guard troops to key Robloxian cities.

One symbolic protest incited in Robloxia was to have robloxians dress up as Guests and slightly modify their shirts. Meanwhile, an online protest broke out in a petition platform website that hosted a petition calling for Builderman to not run for the 2028 Robloxian Presidential Elections under the Corporatist Party. That petition got even more signatures when it did when Schlepington was deported, now at 300,000 strong. Meanwhile, smaller content creators in Robloxia decided to experiment to find a flaw in the order. They would dress up as celebrities, historical figures, and even wear masks to make them seem like younger or older they looked like compared to them uncostumed. This caused the mean absolute error (MAE) in the technology vendor used by the Robloxian government to spike from 1.4 years to an such unreliable amount that the Bloxia Kingdom is trying to actively revoke the technology vendor's Age Check Certification Scheme Reward, a reward given to age check certification schemes that successfully minimize the MAE past a certain threshold that child development experts agree it can be used to properly age check citizens.

A notable demonstration occurred in an unknown area in Robloxia where users would grab cans of spray paint and spray paint on Robloxian surfaces, with the non-verbal protest chants "How?", "Robloxia silenced us", "I can communicate but I hate the AI thingy", "Let us communicate", "give us the right to communicate", and many more protest slogans in paint format being sprayed on to the surfaces. The suspects are only known as Zari, Niffty, Sam, and Brooke. It is unknown if the demonstrators were ever caught, but the person who took a photo of the demonstration was the owner of the unknown area and appreciated their graffiti.

It is presumed that due to the way Robloxians were dressing up to protest the executive order that the Robloxian government then proceeded to implement a second executive order, namely the For All Robloxians, A Compliant and Appropriate Appearance Mandate Executive Order.

robloxians who relied on communications have been reported that they cannot stop trembling and shaking, as well as having severe withdrawals and mental breakdowns with the full implementation of the executive order, with some reporting they had major panic attacks, becoming very worried and crying. While some panic attacks lasted for a few hours, others lasted longer or shorter. Later, a sharply punctuated increase in robloxians who could not go to school was accompanied with an increase in robloxians could barely get out of their bed to do anything involving communication and robloxians being sick to their stomach. Reports also indicated a sharp increase the number of robloxians acquiring firearms from sheds and other firearm purchasing locations and intending to take their own lives, with some even acquiring any means of transportation and becoming refugees to other bordering countries, such as Bloxanada and Bloxico, which have not yet passed a similar form of that executive order.

Many other robloxians were also reported to have taken their rage out, destroying chairs, and even their entire house.

Other robloxians, who were most likely not chatterboxes and those who prefer to be alone, just simply accepted the executive order as given and just obeyed the authoritative executive order rather than questioning it.

Political cartoonists mocked the situation in a series of lambasting memes. One politician called that Robloxia was learning from North Neo-Korbloxia.

Business Robloxian Responses

Another political cartoon that was popular before the full implementation of the Executive Order saw another resurgence in which Robloxia neglected to reform the Robloxian Immigrations and Customs Enforcement, instead favoring a new executive order that simply made the country worse.

Shirt manufacturers in Robloxia immediately pivoted towards a new and emerging nascent shirt market trend, manufacturing shirts plastered with age verification and executive order protest slogans. Some non-government generated Robloxian avatar items by businesses proved to the most successful items of the company, as those businesses saw significant surges in consumer demand for their products. Unfortunately, the Robloxian government under the authority of Bloxman banned those shirts and items from being sold, as well as deporting any Robloxian who purchased them and chose to wore them, and shirt manufacturers and businesses simply created to selling those shirts and items were shut down as if they were illegal businesses.

Meanwhile, a past illegal business in Robloxia has been revitalized thanks to the executive order, namely the practice of selling Robloxians (or the modern slave trade/modern slavery/modern slave auctions). Businesses would list on electronic commerce websites Robloxians. Robloxians would be able to purchase a Robloxian of a specific age group and adopt and raise it, ultimately turning it into a pawn that can be used to target Robloxians of the same age group. However, under the Terms of Citizenship, the Robloxian government prohibits the purchase of Robloxians or listing themselves as purchasable Robloxians, so those sales are considered illegal not only by the Robloxian government but also on electronic commerce websites.

Syn's Random Citizen Manufactured Accessories has become a business specializing in protesting against the executive order by creating shoulder accessories for 50 Robux. As of February 2026, the business no longer makes it to the top of the government avatar shop website, implying either a government authorized takedown or lack of popularity.

ACP Response

Besides the increase in ACP membership on November 18, 2025, a massive ACP response was orchestrated on January 7, 2026, when the chairperson of the ACP announced the speedy creation of posters advocating for the dismantling of the Corporatist Party influence in Robloxian politics and that joining ACP is a morally correct decision to do.

On January 7, 2026, the construction of a new artificial island far away from Robloxia jurisdiction served as a new immigration destination for robloxians who felt like Bloxanada and Bloxico were not worth it. Similarly, another island site was created on the same day: a buttermilk limestone artificial island within Robloxian waters with a sand violet metallic concrete gravestone was erected as a memorial and tribute to the end of 20 years of Corporatist Party enabled communication and is currently being littered with flowers located at the center of the entire island with a sand yellow pedestal made out of cobblestone which now serves as a testing ground for the Bchat Barons, a new type of barons who work for the ACP. The Bchat Barons would use this island to test their Bchatterbox, thus giving the island its name: the Bchat Baron Island. This island is intentionally left unguarded to allow the Robloxian Corporatist Party government to do their actions on the island.

Corporatist Party Response

On the day the executive order was implemented, Bloxman exercised his right to vacation when he decided to go on holiday rather than replying to the opposition. Builderman decided to address the nation, echoing what Bloxman would have said on this manner. However, Builderman later told Bloxman the next day on January 8, 2026 to authorize the arrests, punishments, and deportations of any robloxians who would protest the new law, no matter how peaceful the assembly was, causing the Robloxian government led by Mason Scorpio Smith to authorize the Supreme Court of Robloxia to strike it down under the fact it violates the First Amendment, which guarantees the right to assemble peacefully. The citizens, now frustrated with how 2026 started on a disastrous note, began what migration scholars reported as another Great Emigration compared to the past great migrations and emigrations in Robloxian history, as many robloxians immediately packed up and chose to leave the nation in favor of other countries in Roblox that did not have anything similar to the executive order, creating what sociologists call refugees. Many robloxians who had access to national statistics documents reported a decline in Robloxia's population that was comparable to past great emigrations in Robloxian history, in particular, those of past 2004; while past emigrations in Robloxia before 2004 were smaller declines, those declines proved to be mere drops in a bucket compared to significant post-2004 declines. From the 52-week high of the Roblox Corporate Index at 60,236 at September 29, 2025, the Roblox Corporate Index has since sunk to 29,556 on January 8, 2026, representing an approximate 50.93% decline over three months, which largely affected the Robloxian economy as if Thanos snapped the stock price. Despite this, most index predictors remained optimistic, with the said predictors predicting that the index in January 8, 2027 could reach as low as 28,000 to as high as 72,000 as their index predictions failed to acknowledge the consequences of such a devastating executive order. As more robloxians refused to spend Robux to fuel the Robloxian government regime, the economy's crash was further amplified. On February 5, 2026, the Robloxian government is projected to release their Gross Domestic Product (GDP) report, which might tell robloxians how their national economy is doing.

Progressive Party Response

The Progressive Party became the first political party in Robloxia to officially condemn age check requests. Its members participated in numerous protests against them, and the protests gained traction after several of them were arrested. Former senator Albert Greenwood became heavily involved in criticizing them. Soon, John Puma publicly condemned them, and the entire party board planned to organize a rally against them in Robloxia City. When the Corporatist police banned the rally, attempts were made to move it to Bloxburg Valley and other states, but the Corporatists responded the same way, implying that by creating this executive order, Robloxia has abolished the federal system in favor of a unitary system.

Eventually, numerous smaller rallies were organized, and the protests gained traction after several were broken up by police, which are not necessarily Corporatist in nature but rather law-abiding. Progressive Party members planned to deliver speeches against the recent events at their respective institutions, but Corporatist and right faction Republican speakers repeatedly cut off their microphones, prevented them from delivering their speeches, or called in the authorities, who illegally evicted them from the halls. Consequently, numerous anti-government slogans were posted on party offices. Leading politicians began to speak of the collapse of democracy and claimed that Baszucki could stage a coup at any moment or send the police to arrest them.

The President of Labublox, M.S. Samuel, delivered a speech a day after the order was implemented. He even called Robloxia a 'fascist, corporatist dictatorship' comparable to the likes of the most unfree societies in the world. He also stated that this act was a breach of the 2025 Bloxtoria Convention, a convention which President Scorpio directly signed. He also claimed that the Robloxian government was storing private data of Robloxians' faces in their databases, which is illegal and 'disgusting'. He made the conclusion that Robloxia was 'adding fuel to the fire' of their already existing problem of predators and that President Scorpio should make a better solution to the problem.

As a result of this, Labubloxian citizens began to boycott global companies aligned with corporatist ideologies, even burning their regional headquarters down, as part of a riot against the order. There was even talk about boycotting Robloxia entirely, but that remains the interest of some arbitrary extremist echelon. Cadet soldiers of the LAF also began to march and attack the Robloxian embassy, demanding that the Robloxian government should 'disown the order' and swore to rebuild the embassy once Robloxia properly rescinds it. During this riot, which lasted the entire month of January 2026, the economy stagnated and also even fell. It was not until March 2026 when economical progress began to grow as usual.

The government of Bloxrazil has responded to the executive order. However, their response was more of a non sequitur as they immediately proceeded to authorize an investigation of Robloxia due to the fact it is possible that Robloxia is practicing the act of drug smuggling, which many robloxians argued was crazy.

Localized Rescission

Some county executives in Robloxia, such as that of Liberty County, Bloxburg Valley and Madison County, Kionne Republic have implemented localized rescissions, both de-facto and de-jure, trying to take advantage of the federalist Robloxian government which allows for certain executive orders to be rescinded. In New Blockers City, incumbent mayor Julian Jefferson has implemented a localized rescission for his entire city, but it got struck down by the Supreme Court of Robloxia in a landmark and unanimous Supreme Court case 9-0 that could end up affecting the counties that have already opted to localized rescind.

Opposers criticized the act's goal.
