Martin Spinella is a liberal American Federation of Teachers spokesperson and strategist who strongly opposes certain measures in Frank Underwood's education bill.
He leads the teacher's unions in a strike across the nation. However, after the death of a young boy, and him punching Frank, he is forced to end the strike.
Personality
Martin can be ill-tempered and very crass. However, he is genuinely concerned for teachers and the people he represents.
History
Spinella makes his first appearance in "Chapter 3", where he is leading the teacher's unions in negotiations with Frank Underwood in regards to articles in the Walker Administration's education reform bill.
